Background
As a bit of background, I publicly posted ROMs on PPCGeeks for the HTC Touch w/WinMo several years ago. Since then, I continue to develop ROMs primarily for family and friends on the EVO4G, LG Optimus, Acer A500, and of course the HP TouchPad. After an initial testing period by a group of volunteers here at XDA (thank you, thank you, thank you), I have decided to publicly release this ROM. I hope you enjoy it.
Philosophy and Acknowledgements
My emphasis has always been on a very light and fast ROM that leaves plenty of room for one's own apps and customizations. My HP TouchPad ROM is based on a very stripped down KANG of the latest CM9 version (big thanks to Dalingrin, JCSullins, and all the other TPad devs that have brought this capability to us) that supports HW Video (meaning Netflix and HD YouTube) and all the other goodies you have come to know and love.
In addition there are also a few other treats thrown in, primarily,
the recently released QualComm adreno 2xx drivers,
the init.d tweaks published by Rohan,
the new ath6kl wifi drivers being incorporated into the 3.0 kernel,
the new HD Tablet launcher by the "Go" folks.
Big thanks to all the folks associated with these for their generosity in publicly providing these tweaks. Finally, I also employ a very stripped down version of the latest version of GApps that I will also link to. You can use the full version of GApps found elsewhere, but that will then somewhat defeat the intent of this ROM. The attached pics will give you some idea of what to expect. The benchmarks are all "typical" of the results I get on a non-overclocked CPU running at ~1.2GHz.
Updates
In terms of updates, I actually build the ROM and the kernel almost on a daily basis so my older AMD quadcore isn't tortured with having to handle an extraordinary number of new commits. But that doesn't mean I flash almost daily. It all depends on what looks significant, if I really want to try something new, or if I'm just bored . You can find out what's new in the below "News" section of this OP to find out what's the latest on my front.
Flashing and .apk's
Of course, all the standard cautions about doing the necessary backups (nandroids, titanium, or my backup) and the requirement for a complete set of wipes/formats (data, cache, system, dalvik) apply. Actually, I only find it necessary to wipe cache and dalvik between flashes of my own ROM. I also flash Gapps anew after each ROM flash. If you like experimenting with the other available ROMs, I advise a complete set of wipes and formats. And of course, you are flashing at your own risk.
Any .apk's included below need to be placed in the system/app directory with a rooted file manager, e.g. es file explorer, ensuring the permissions are the same as other .apk's in that directory, followed by a reboot. Unless, otherwise noted.

As I said in the OP, the emphasis is on lite that allows your favorite apps and customizations, not mine. In that vein, if bricked-kernal can be used on CM9, than it should be applicable to this ROM.

Wow! No wifi at all, ever? Have you tried adb'ing files from your computer into your tablet? Guess I could include a file explorer as an app that could be uninstalled, but this seems a rather extreme situation. Any others facing this dilemma?
All: At this point I feel I have a good number of testers so I am closing the open call for volunteer testing.
Testers: For those who got a PM from me with the download links, please download the files as soon as possible as I will be removing the files from the server later today. Finally, my sincerest thanks to all my volunteers and a gentle reminder to please provide some feedback when you are able.

Thanks for the encouraging words and thanks for the offer. I do build from source and early on included a file manager. I haven't lately as the taste for file managers among myself, friends and family changes routinely. I would only need to update that file and reactivate a few lines in the build script to get it back in.

so, i installed this rom this morning, came from [RC1.2] CM9 with Cornerstone, wiped cache and davlik, didn't wipe data or anything, everything carried over perfectly, and so far so good, youtube works hd also, the games i play work perfectly, been running smooth all day.
only hic-upsi had was videos on youtube site didn't load in chrome browser, and my wifi froze for literally 5 seconds. either than that, i've had no problems.
i'll report on how battery life is tomorrow, and which if any apps give me trouble, cause i like using a new rom all day, and see how battery life compares to a fresh recharge
can you add supercharger v6 ics to your rom please

This build pops up a message for me after reboot post install of the ROM:
'Unfortunately, Android keyboard (AOSP) has stopped.'
This message pops up every now and again during use.
And of course subsequently I can't use the standard keyboard to input anything since it only appears for a second and then vanishes. I tried another 3rd party jellybean keyboard from the market and that also has the same message when input is switched to that keyboard. Although the name of the keyboard changes as you would expect.
I'll try reinstalling again to see if that will help but otherwise I will have to revert to Preview 3 CM10 ROM as that worked with my GT-N7000 without that issue.

Its not the official release site because i got no link to the cm10 nor the hacksung team at all.
I'm just someone that builded it from source. Ohw and i will change the links to google_drive or mediafire links since the current fileshare site i use is indeed reported as a malware site.

A few weeks of code updates?
The hacksung team and the cm team commit there changes as can be seen in the changelog.
My version contains these changes the preview doesn't
Ohw and my rom is not supported by cm team nor hacksung
Preview 3 on the other hand is supported by them.

Its always recommended to do a clean flash, but you can make a backup of your current system and try but again, not recommended, and if you have any bugs I'll ask you to wipe and clean install anyway

I did a clean install as you recommended and I have to say, I simply love this ROM. It has everything I need and no "bloat" slowing it down.
The only thing I'd like to see are the network activity arrows on top of the WiFi and network icons in the statusbar, that were present in previous Android versions and in other KK ROMs. They were a pretty neat feauture, as you could "see" network connection problems pretty easily.

Settings>interface>statusbar> enable network stats

I've seen this, but the arrows on top of the network icons didn't use up any extra space of my statusbar.
EDIT: I found another thing I miss: The AppOps settings in the settings menu. The AppOpsXposed module isn't working with your ROM.

Yep latest build, i must say it was extremely fast, but im trying pacman ROM for the moment, wifi works OK there.
Should i flash the new radio with recovery or with PC? I only did with recovery.

What is Xiaomi.eu?
Xiaomi.eu is a custom ROM based on MIUI. Per my knowledge, Xiaomi.eu roms started off as a way to get a more "European" experience out of MIUI, which was predominantly Chinese. This involved better localization for non-Chinese languages, and making changes to make MIUI more global in nature.
How is Xiaomi.eu roms different from Official Global Stable?
Xiaomi.eu is a custom rom, and as such, contains a fair few tweaks over the Official Global Stable. Ofcourse, due to its unofficial nature, you can not complain about Xiaomi.eu to Xiaomi.
Where can I get Xiaomi.eu roms?
The latest of Xiaomi.eu rom can be downloaded from here: http://xiaomi.eu/community/forums/miui-weekly-rom-releases.103/
There is a weekly (afaik) release schedule for these, and you can find the latest version on top. Do take a look through the first post to see if there are any special notes for the Redmi Note 3 Snapdragon/kenzo before downloading. You do not need to be a member to download the rom.
Which Xiaomi.eu rom should I download?
Ideally, you would want the latest release. But, humans are prone to making mistakes, so some things may break on new releases. This thread exists to have such discussions.
As a question against weekly ROM vs stable ROM, as the name implies, the weekly ROM has more of a beta nature to it. It works very well, but think of it as a comparison to nightly builds from CyanogenMod (except this is weekly, not every night). Stable ROM is much more suited for the normal consumer, but it comes without root.
So, how do I install?
Good question, and the answer to this depends on whether you have unlocked officially or unofficially.
If unlocked officially:
Assuming you have already unlocked unofficially, flash the official build of TWRP
Wipe data and flash rom
If unlocked unofficially using MiFlash
Install one of the patched/safe TWRP's that do not hardbrick on flashing MIUI roms. If you language is Chinese in the recovery, select menu item present on column 2-row 3 on main twrp page, and select the globe icon and choose your language.
If after flashing the safe TWRP, your base rom does not boot, you can just proceed to installing Xiaomi.eu rom
As a precaution, delete the emmc_appsboot.mbn file from the rom zip using winrar. Just open the zip in winrar and delete without extraction. Winrar will do the necessary repacking without worrying you.
Do a normal wipe of the phone and install xioami.eu rom from twrp
Precautionary step: flash the universal boot.img flasher from your safe twrp thread. Some twrp builds do not need this, some do. Read in your twrp thread of choice if it is needed.
First boot of the ROM takes approx 15-20 mins.
If im not mistaken, Xiaomi.eu weekly ROM is based on China Developer ROM with china bloatware removed + their tweaks + language.
So its quite 2 in one i guess

Xiaomi.eu is a custom ROM based on MIUI. Per my knowledge, Xiaomi.eu roms started off as a way to get a more "European" experience out of MIUI, which was predominantly Chinese. This involved better localization for non-Chinese languages, and making changes to make MIUI more global in nature.
How is Xiaomi.eu roms different from Official Global Stable?
Xiaomi.eu is a custom rom, and as such, contains a fair few tweaks over the Official Global Stable. Ofcourse, due to its unofficial nature, you can not complain about Xiaomi.eu to Xiaomi.
Where can I get Xiaomi.eu roms?
The latest of Xiaomi.eu rom can be downloaded from here: http://xiaomi.eu/community/forums/miui-weekly-rom-releases.103/
There is a weekly (afaik) release schedule for these, and you can find the latest version on top. Do take a look through the first post to see if there are any special notes for the Redmi Note 3 Snapdragon/kenzo before downloading. You do not need to be a member to download the rom.
Which Xiaomi.eu rom should I download?
Ideally, you would want the latest release. But, humans are prone to making mistakes, so some things may break on new releases. This thread exists to have such discussions.
As a question against weekly ROM vs stable ROM, as the name implies, the weekly ROM has more of a beta nature to it. It works very well, but think of it as a comparison to nightly builds from CyanogenMod (except this is weekly, not every night). Stable ROM is much more suited for the normal consumer, but it comes without root.

Using their ROM based on 6.4.21. It's very good. It's smooth and battery backup is nice.

Hi,
I'm curious about this rom, I will install it soon. The main part that is mainly bothering me with the 'normal' roms is the network issues - missing calls while screen is off/phone is in standby. There's a fix by disabling qualcomm.qti.supersaver and then dialing a set of numbers. But that keeps the modem awake AFAIK, and this reduces the battery life to 50%.
Any comment on this with xiaomi.eu's rom? Or do we have to wait for xiaomi/qualcomm to fix this first. Couldn't find info about it on their forum, the tab is pinned in my browser

I'm using the Xiaomi EU stable for a while now, no issues that I can see, not sure about missing phone calls as no one contacts me that way.
5h40 screen time with 51% battery remaining. I use Miui launcher and shut off most sync stuff in my apps.

You can just goto battery from setting and check.
Does Xposed Framework run smoothly on the ROM?
I had to get a modified version for the official Global ROM and not all the plug-ins work on it.

That's actually the one I'm using on my current ROM already (Global Dev 6.4.14 Beta for Snapdragon). Some plug-ins don't work though (for example MinMinGuard) and I can't install them through the Xposed Installation Module. I was hoping the standard version would work on Xiaomi.eu-ROM.
While I was in the process of trying out this rom and writing a how-to for this thread, I ended up hardbricking my Redmi Note 3.
I have made some observations, and I am hoping others in this thread can help clear them up/confirm.
Xiaomi.eu ROMs are based on China Dev and assume that you have an officially unlocked bootloader
Since they assume you have an officially unlocked bootloader, they ship with a emmc_appsboot.mbn file in the rom
If you have an officially unlocked bootloader, all you have to do is flash twrp and flash away
BUT, if you are unofficially unlocked, you will hardbrick your device if you flash it this way (I hardbricked my device)
For installation on unofficial unlocked phones, you have to first delete the emmc_appsboot.mbn file from the downloaded zip. Use winrar, and just delete the file inside the zip without extracting (winrar will take care of repacking etc if you do it like this)
Then, install one of the patched/safe TWRP's that do not hardbrick on flashing MIUI roms. I used @Rajdip's Safe TWRP v2. You will have to change the twrp language from Chinese (swipe away on the first screen which is in Chinese, then select the menu item in column 2-row 3 on main twrp page and select the globe icon and choose your language). While flashing Rajdips twrp, my underlying China Dev rom would not get past the Mi Screen, so I proceeded to flash away Xiaomi.eu rom as in the next step
Next, do a normal wipe of the phone and install xiaomi.eu rom from twrp
Before booting, flash the universal boot.img flasher from Rajdip's thread
You're done. Boot up now. First boot takes ~ 15 mins, and most of the time would be spent on the Mi Screen (with the word: android on the bottom with three flashing dots below it).
Hope the guys in here can confirm on the above. If it is correct, I will add it in OP.
If you have already hardbricked your phone and you end up in Qualcomm 900E mode, follow Rajdip's thread on resurrecting. If that does not work (it worked once for me, not the second time), your only hope is test point method. I fixed my second hardbrick with test point.
Next on my personal list: Trying out Xposed and figuring out how to get the official Xposed repo on xiaomi.eu

1) If you are using safe TWRP, you dont need to delete emmc_appsboot.mbn
2) Universal boot.img patcher is included inside the TWRP (inside patcher folder, in root directory) , but you have to flash it manually.

You a right.. As I mentioned before, it is based on China dev rom, means still an miui rom.
Those that unlocked unofficially will have to do the steps mentioned by you.
I'm just curious if anyone else has gotten the offline viewing (download) for Netflix to work? I thought it had to do with rooting, but my Samsung note is rooted and it works. I've tried it on Omnirom and resurrection remix unsuccessfully. The only other thing I can think of is it's a Nougat/Android N issue.

A few articles I've read listed a number of devices that have been listed as compatible, and there are definitely tablets listed. There are several devices that allow downloading that are not on the list as well.
I'm just curious if anyone else managed to get it working somehow since this is my largest method of media ingestion.
I tried to put a Netflix version which could support downloading for offline use.
Its very frustrating that I could not get it working. So now I do not see very much purposes for my old Nexus 10 tablet. I wanted to watch some movies/series on the way home in my commute.
If anyone finds any solution please could you post it here.
Still using stock on my nexus 10 but latest asop rom on my very old nexus 7 2012 now allows netflix downloads. Maybe look into asop rom for nexus 10? (If it exists?)

I've narrowed the problem down to our model I think. I've tried both Omni ROM and resurrection remix and neither allow Netflix downloading. But I've tried stock and resurrection remix on my old Samsung Note 3 and it works fine. I may try tweaking the model in the build prop to see if that works.

I believe it checks some DRM stuff. Try last official Google release (lollipop). I would guess it might work with that.

So far my conclussion is that, like someone else here said, it doesn't depend on root/unroot or stock/rom, the device is just not compatible.
I talked to Netflix Support and they said that they have a list of compatible devices but not one of incompatible ones, so basically they're still expanding the compatibility among more devices. But being honest the N10 wasn't a very very popular device, so in the best case scenario we will not see official support for the device in a long time.
Hi guys! I'm also facing the same problem, although with a different device (oneplus x). It worked for me with CM13 but after updating to Nougat (lineage 14) the option is gone. Frustrating!

I got Netflix offline viewing working on a Nexus 10 running LineageOS 13. You have to download and flash the updated WideVine DRM libraries. I have tried this method on 6.01 and 7.1.1 AOSP roms and it doesn't seem to work. The only ROM I could get it to work on was LineageOS 13, but at least it is working. I can't find the download link for the libraries and XDA won't let me post an outside url yet, but try searching for "LineageOS 13 updated Widevine blobs" or something like that. If you can't find it, send me a message and i will upload it and send you a link.
I also changed my build.prop to make it look like a Nexus 9, but I don't think that actually did anything.

I downloaded a movie and a Tv show, but the quality is not good enough. Even if I set the download quality to high, the quality on a device with a screen like this is ... not what I expected.
By the way first I forgot to set the download quality to high, than I tried to download the same movie with high quality on and I received a message: "This title can be downloaded 1 more time before April 25, 2018"
Twice in a year? I've never heard about this rule before...

Well, It didn't work for me, I flashed the file he said and nothing happened. Maybe it's a rom related problem, I'm running Omni on 6.01 so I think I would try with LineageOS.
