If you're talking about Lollirom, that rom requires HPA1 modem for WiFi to work with stock kernel.
You can flash the rom and a custom kernel (like maybe imperium kernel) and you can keep your KitKat bootloader and modem.

13 ROM is marshmallow and 12.1 is Lollipop and they both like same UI but performance and battery
