I live in a country where Google wallet is not available so I cannot pay the Google developer registration fee of $25 .
If anybody can please pay me that amount to make a Google developer account.thnx

I have done that and I got all the free goodies along with $25 play store credit. I used VPN the first time I connect even before entering Google account details. I have a dedicated router for the VPN connection and I used that router to connect first time and I got everything. I already had the wallet account and my credit card info was already present there. I have bought apps using free credit and it works fine.

Search the Thread "Guide for receiving 25$ credit from non US countries" in the Q&A section.
For the factory reset, you can use titanium backup to restore all your apparent and setting.
For the Vpn, It is free. you just need to consider that there is a risk to type your credit card information via VPN.
Hope it can help you to get $25 credit

I use Tor (guide here) to sign up. I have a Google Wallet account already with my credit card details in. I just changed the address to a US address and all good
A friend brought me a Nexus 7 brand new, sealed in the box, from Canada to Brazil. After setting up mu device and my account I can see I just don't have that US$ 25,00 credit for the play store. I lost it just because my account isn't canadian? :crying:
If you at live in Brazil, you won't get your content. You might not have full features like magazines, books, and movies also because they don't have licensing there.

I'm Brazilian too. I could use the $ 25 bonus with the following steps:
Unlock/root your device;
Follow this step -by-step http://forum.xda-developers.com/showpost.php?p=29540126&postcount=56
When you enter your google account, it will ask the information of your credit card.
Enter your name and number of the card properly.
Place a zip code and U.S. phone.
Search for fake US address to find some sites about it.
Make any purchase in order to ensure that the bonus is activated. Buy some $ 1 app;
Once activated bonus in your account, go to http://www.google.com/wallet/ and change the address of your credit card to the correct address.
In my case, the wallet showed two credit cards: the correct one, that had there through my old smartphone, and the new one, but with the U.S. address
You can uninstall orbot later, if desired.
Your bonus will remain in your account balance, even exchanging credit card, brazilian address etc.
You don't need to root or unlock the device. Setup a free VPN. Login with another Google account if you do not want to factory reset. Maintain the US address and zip cod but you can use your country's credit card. I got my credit in Malaysia.

i did get the USD25 but how to manage to download the transformers movie??
Alright since i do not have a credit card, and my maestro doesnt work for online payments,
i supose i dont have any solution left to get myself apps at all.
google doesnt let ppl in sweden to use prepaid google play giftcards, nor prepaid visa/mastercards such as spendon cuz on that last one your name have to be the same on the card as on your account. furthermore, since i live in sweden, paypal does not apply to me either since they only issue a card in the USA. so now what? is there any oher solution that can be done?

If you have a phone that is linked to the same Google account as your tablet, purchase the app on your phone through whichever payment you usually use. After it's purchased, you can then download and install the purchased app on any device linked to your Google account. Alternately, go to the Play Store through your regular browser, and purchase through there.. push to your device, and you're good to go.

Are there any pre-payment cards available in your country you could use online in the same manner as a credit card?

My suggestion is get a credit card but request a limit.. When first got my credit card I had 5k limit, I told them make it 500. This helps control your spending

If Google is rejecting your prepaid card because the name doesn't match, maybe you should solve that problem instead? Are you sure a regular card wouldn't have the same restriction?

As I got a n7 2012, I should get 25$ play store currency as gift when adding a valid payment method to my Google account. Today I used an 15$(€) gift card on it, but I didn't get the additional 25.
Are gift cards not a valid payment method to unlock them? Do I need to add a credit card to the Google wallet account first? Or didn't I receive the money because I bought the tablet not at the play store?

I'm pretty sure you can.
Why not just go and try to add it as a payment option.
If not, get the PayPal Master Debit and use that. That's how I use PayPal on Google stores.

You can't - I tried. I have a PayPal master debit card for my PayPal account that I use for eBay and what not, and a separate account for PayPal credit. There's no option to be sent a credit card for PayPal credit, but there is for the regular debit account.
I quite enjoy the financing options with Paypal credit, but it wasn't an option. You can only check out with a credit/debit card.
I have a PayPal Extras MasterCard and I have it in my Google Wallet.
