same here... how to connect to 3g when overseas with a foreign sim and an unlocked phone?

it means that the sim inside you phone is not really telling the phone if it is locked or unlocked. what kind of sim so u have in your phone?

Sim Network been LOCK-Won't Make Any Calls In or Out

My friend wants to by this Galaxy S4 GT-I9500 that's unlocked but has this error "Sim Network been LOCK" Well I don't have the phone handy just that description and the photo below. Before committing to buy I want to know if this is fixable and a link with details. I have enough experience rooting/unlocking/custom roms with GNote 1 so I am fairly confident I can follow solution steps.
