Hey guys i've just done full wipe and succesfuly flashed ROM but I can't flash gapps. Everytime it says : "Insufficient storage space available in System partition (blabla)" . I have about 12gb left so the free space isn't an issue I think.
System partition is not the main storage area.
I think you can check either through TWrp or through Drives application what consumes the space of system partition.

I am having same issue.
But I have flashed only the rom.
/system
/Data
/Cache
all were formatted before. I am still getting the same issue.

If you are trying to flash Stock package of PA Gapps the size is 437MB.
Your system partition is too small. It will not fit.
Try flashing the smaller Full Modular(366MB), Mini Modular(~232MB) or Micro Modular(~182MB) Gaaps

You can then install any missing Google apps you desire from Google Play . They will be installed as user apps instead of system apps.
I did this:
1. Install newest TWRP app
2. Download CM-12.1-20151101-UNOFFICIAL-maguro.zip (or newer) to your device
3. Download open_gapps-arm-5.1-pico-20151104.zip (or newer) to your device
4. Run TWRP
5. Wipe and factory reset
6. Install CM-12.1-20151101-UNOFFICIAL-maguro.zip
7. Install open_gapps-arm-5.1-pico-20151104.zip
8. Reboot
Voila
the reason for that you trying to install all Gaps package which is not possible for your device according to space calculation
To fix this problem do these steps
1-create text file and name it ( gaps-config)
2-add these lines
Exclude Books
Exclude Chrome
Exclude CloudPrint
Exclude Docs
Exclude Earth
Exclude ExchangeGoogle
Exclude Slides
Exclude Sheets
Exclude NewsWidget
Exclude PlayGames
Exclude Keep
Exclude Hangouts
Exclude Fitness
then save the text file in the same gaps.zip file directory
3-now flash the gaps and done..
note you can exclude more aps or include other as you want as long as you had the space requirements .
i just downloaded only one Gaps package which is the full package , and then i customize which app to include or exclude and here is my review related to this error ( skip to 13 minute )

Under storage, it says:

So is the total space, 13.24GB, all for me, or does that include the OS and its ROM as well?

There is some hidden file taking up the 6gb. It could be a backup or temp file. If you are rooted, save all the files/aps you want in a backup such as titanium backup, and in recovery mode "format /sdcard". I had the same thing, I could figure out what is was and after formating I have 12gb free.
Use at your own risk, but it worked for me. Alternatively, use a file explorer to track down the culprit. there are also apps that tell you which files are taking up how much space.

Tried it, didn't help much, but did give me this fact:

Android storage settings show 1.41GB being used somewhere (13.24GB total minus the 891MB used by apps, and 10.96GB available reported):
Where is this 1.41GB? What is it used for?
Since advertisers use that 1000 bytes = 1 kilobytes, 16GB = 16,000,000,000 bytes, therefore using the correct 1024 bytes = 1 kilobytes conversion, that is 14.9 gigabytes.
So... if it's reported that the total space is 13.24GB, where it actually should be 14.9GB, where is THAT 1.66GB being used? I assume this is where the OS and formatting is used for, but what about the 1.41GB that's missing in the storage settings screenshot?

You mean those are that gigabytes in data? I doubt it really, considering the packages to download are less than a gigabyte in total.
And I've gone through Recovery to wipe the "SD card", and the result was that as you see in post #3.

Follow my guids
1. Download Link2SD from Google Play Store
2. Root your phone (if not rooted)
Verify that you have Custom ROM that supports Link2SD
3. Create Partition In MicroSD with Mini Tool Partition, Set Primary and I use Ext3.
4. Open Link2SD, If There Alert Select Partition Into 2, Choose Ext3 (If you are using Ext2 Or Ext4 partition, select Format partition line)
5. Restart your phone, Do not Restart From Quick Boot Default Link2SD.
6. Sign in to Link2SD, Continues To Setting And sure uncheck Auto Link, uncheck Relink lib files at boot, uncheck Relink dex files at boot
7. Login to continue Root Explorer, Continues To / Data/sdext2, and make sure none Folder Not There, If Yes, Delete Only
8. Return to /Data, Continuous Copy folder app, data, app-private and dalvik-cache to sdext2
9. If Yes, Go To sdext2 And Create Link on folder (app, data, app-private and dalvik-cache) Hold in Folder and scrool down and click Link To This Folder (do not click Create Link or Cancel, press back once and click Create Link (So Make Create link in /data not in /sdext2) do on folder app, data, app-private and dalvik-cache in /sdext2
10. If Yes, Restart your phone, and check the internal memory Now What

I really doubt dalvik-cache is encrypted. That would be A LOT of overhead.
Certainly not impossible to deodex either.

Possible Titanium needs to be updated to work properly on the Note 3. Try manually creating a folder as su in dalvik-cache and create a file.
su
cd /data/dalvik-cache
mkdir test
cd test
touch testfile
If that works, then I would assume something with how Titanium works has changed.

Hmmm... My latest Pre-ROOTED DeOdexed Package (Apps & Framework) for SM-N9005 is working just fine!!
TESTING in progress but System is up and running...
All files deodexed and no errors has been reported so far..
Next for testing is Pre-Rooted DeOdexed KNOX FREE ROM (CWM)... in progress...

Hi Guys, I have problems with my \system partition, it's almost filled for 90% and I moved almost everything out of that partition by converting it to user apps...
My current Note 3 (32gb) config is:
/System : 2,21
/Data : 26,36
I want to use 1 gb from my /data partition to be part of my System partition so that I have 3,21gb and my data partition 25,36

DON'T GODDAMN PLAY WITH PARTITIONS ON A DEVICE YOU PAID 600$ FOR.
Do like normal people - a factory reset, a new ROM, easy squeazy peazy smooth fast stable phone.
Partitionning is not magic or sorcery
I do it all the time with devices of 2000+ euro
It's just that with android it's a bit new to me, but everybody that has used a pit file to flash their custom rom also has partitioned, so it's not really a biggie and it is done frequently.
In my case I have 650 apps and nothing is on the system partition but for some reason I still get up to 2gb of the system partition...
I therefore suspect that each app has maybe some cache or configuration that is anyway stored on the \system partition, or maybe it's the photo app , i know that the thumbnail cache can also grow enormously

Maybe not but flashing PIT files is probably the easiest way to end up with a brick ,

You could start by removing all the languages and csc's you don't need, also all tts files, etc.. i could easily have 900mb+ free in my system partition if i removed some more stuff i didn't need. For example i added the Samsung UK high quality tts voice files into my system partition, it was around 120mb.
Messing with your device's partition table is entirely unnecessary, and just asking for a brick. But hey, if you want to go for it, more power to you. Just don't come crying back here when you're left with a paperweight.

4. Go to TWRP's files manger and copy two folders from arhive to /system/priv-app. Reset to system
5. When the phone is boot inasta root manager and go to /system/priv-app and fix premission on two folders and apps inside them.
6. Copy the build.prop from the arhive and replace with the same on /system. Make premission on it to rw------- .
7. Reboot, and clear data of Google app.
8. Go to app make Voice model again.
9. Done, you have Ok Google even if the is off.

I dont mean to revive something from years ago but can anyone confirm this method works? Having trouble getting around the "ok google" when screen is off limitation
