Is it possible to reinstall android without unlocked bootloader?

Hello! From time to time I keep myself busy with smartphones. Now i've got P9 Lite with an issue that is difficult for me to fix. The first problem was about SIM lock i guess. The phone couldn't read new SIM card. My dad did a factory reset through recovery mode and here starts the real problem. I CAN'T LOG TO ANOTHER GOOGLE ACCOUNT THAN ONE BEFORE FACTORY RESET. To remove SIM lock I have to reinstall the whole system but i can't do that because bootloader is locked. I can't unlock it because i can't get into the phone and I don't own it so I have no box with IMEI numbers and so on. I'll try to contact the person who owns the phone about the google account before but I wonder maybe there's another solution? Thanks in advance.

Password request suddenly

Hi,
I need help, my father has a samsung A3 with ROM stock, he knowns 0 about android but he needs phone to work.
He doesn´t have a password code to unlock the phone, but this afternoon, he calls me (with another phone) telling me that suddenly the phone was blocked and he doesn´t knowns the password, he doesn´t put any security code, is like that it appears for "magic". We tried all, i have tried 70 passwords without resoults. I can see the device in android device manager, but i can´t restore the password there. I unlock the SIM but not the phone code.
How can i resolve this?
Any help would be appreciated

Factory reset is probably the only way. This will wipe ALL user data.
Also be aware this may activate Google FRP Lock.
If it does you will need to input the Google sign in details.

new service provider SIM

I've bought a new S8 from T-mobile Germany.
Before initial boot, another SIM was inserted, and I restored all my apps from Google account. And set up a lot of things.
After some time the following message appeared: "Restart phone to finish installing your service provider software".
The phone needs to be reset to factory settings in order to install eventual bloatware from my service provider.?!
It seems this message appears at least after each restart.
Since I'm not willing to loose many hours for a new setup of all my logins etc., my question is how to disable this stupid thing.
Strangely, no information about it on the web.

So what happens when you restart the phone? Does it install anything?
No, after restarting everything is as normal, no installation of anything.
Just another message appears which tells that the phone needs to be factory reset in order to finis installing service provider's software.
This is because you phone is part of the OXM CSC. You can just ignore this message, when you do decide to do a factory reset (which need to be done manually through the settings) then your phone will change to the right CSC where your SIM is from. I have this constantly when I travel and change SIM's in my S8.
Hello
