My understanding is the OFFICIAL CM10.2 does not support native SIP. The CM10.2 official developer (romracer) does have a dialer/SIP enabled UNOFFICIAL version which he occasionally rebuilds and distributes. I do not understand why dialer/SIP can not be added to the OFFICIAL CM10.2.
I personally have been building UNOFFICIAL CM10.2 based on romracer's OFFICIAL version, but which includes the dialer/SIP.

CyanogenMod has officially released CM11 nightly builds for our beloved Galaxy S2. First build has been released on 02.02.2014. We don't know the maintainer , but good job
