I have been trying to underclock this kernel on my sprint note 4 and I cant get it to stick

if you use the power save mode it will not get stuck at 1.19. it will set to whatever freq. that you want.

the only kernel declared for 5.1 is franco, but there's not much feature on franco...

If you take his ROM, it is easier to make v6, i think.
