No, your don't have to root for 4G.
Do you have a 4G including contact?
And you won't get 4G everywhere, many places support 3G or 2G only

Okay so I don't understand this. Every phone I try and different numbers and phone att always NEVER loads this website. Its like its block. Even when trying a Vpn on my phone iit won't load, when I tether my phone it won't load on my PC. BUT when on wifi it works fine!
