I noticed Nokia has/had a few models made for the L-A market that also work well on T-Mobile and Canadian carriers. Is there a similar voice enabled 7.0 Tab 4?

I know the N900T is listed as the T-Mobile version of this device. I am curious if I were to buy it fully unlocked (international) which variant is the most compatible with the North American T-Mo networks?
The other two I have been able to find are the N9005 and the N900W8, I don't know enough about the bands it has to cover to work with T-mo.

If anyone on AT&T gets a P-605M please post your results. I'd sell my P-601 and get a P-605M if it in fact supports AT&T's LTE bands. "700MHz" is a pretty broad swath as it's used by both VZW and AT&T. AT&T's specific 700MHz band is "17" while VZW's is "7." So 700MHz doesn't guarantee compatibility with AT&T. The difference in 700 MHz bands is why VZW and AT&T devices can't be used across their respective networks.

I brought my S5 from Korea to the U.S. From what I remember of my research it all depends on the carriers you want to use here and in Korea. I have T-mobile in the states and used a 900L variant through LG U+ in Korea. The bands available in this phone allows me to get perfect LTE in Korea. However, since bringing it back in the states I only get partial coverage. I am only able to get 3G. It's not ideal in my situation, but I am not worried about it. I recommend trying to figure out the available variants in Korea and the US and see which bands overlap the most.

I am planning to buy a Samsung Galaxy s8 from us Celular model number sm-g950U but even if I've read that all models us models are the same, I'm not sure if this phone (which is factory unlocked gsm) would work with different carrier LTE bands like at&t or t mobile.
Could anyone please advise??

All north American s8/s8+ are the same, yes. Provided they are unlocked they will work on, and can even be easily branded as any major us carrier.
If it's a g950u it's unlocked.
Since the North American Variant cannot get Dual SIM - have to get international but I am told it has issues with LTE and other things wont work
