It was included in one of the last updates for the S4. It should be about in the themes and apps section, if you cant find it PM me and I will send you a flashable zip.

Change "user" to "eng" in build.prop and activate multiwindow mode at developer settings?

I already downloaded it. It's not worth the time, cause plenty of functions are broken like wifi etc.
