If your devices runs ICS, and you have the sufficient knowledge to resolve all the issues in C, possibly yes. Howerver, if you like the Port fo that device, you can give me you're manifest file too add some lines and start working on the Port.

My ADT plugin is version 22. Screenshot shows version 18 for you. Have you tried updating the ADT plugin?
I have tried updating and it goes through but it stays at version 18. Can you please help?

Maybe there are two different SDK installations on your computer. Check that.
