can someone please tell me, where i can find this softkeys? i searched in the xda-forums and googled it but i cant find a themer, which can apply this "background" to the softkeys.

i only have the screenshot from the whatsapp+ theme preview, so i dont have the apk... but i found the app "SoftKeyZ". With this app i can at least change the softkeys, but not the "background"...

I know.. Theme can fix it. But I want something without theme?
An android.xml may be? Which can be pushed manually inside the ROM?

You will have to edit the framework res and some other apks to remove things like that.

You may look in the Themes and Apps section for such a mod.
I was browsing around and installed this launcher http://phandroid.com/2013/11/14/how-to-install-google-experience-launcher-with-ok-google-command/ last night. I like it but the icons are huge. I changed ro.sf.lcd_density=360 in build.prop but the icons are still oversized. This is my first time to ever change the dpi so I'm not sure if there is anywhere else to change specifically for the app icons.
So my question is "How can you make just the app icons smaller?"

Is there a way - Xposed module, app, ROM tweak download - to get my notification screen to look as the one in the attached picture? Some love them, but to me tiles suck. Would love icons on the smaller side, with more than one row of icons, and a brightness slider.
Currently running EuroSkank KitKat, CM 11.

Ummm, I don't think you will pull it off with 3minit. Might need to run and aosp or CM based rom to have that natively.
One thing you might try though is this app

I was able to get this setup with the Liquid Smooth ROM (see pic attached). The only other ROMs that feature similar notification screens are MIUI and Chameleon OS.
Any Xposed Framework mods that you know of?
