First, it is not relevant 3G or Wifi - HD Voice is a cell support feature, it is not using you data connection.
Nexus 4 supports HD-VOICE: http://en.wikipedia.org/wiki/List_of_Smartphones_using_HD_Voice
Anyway, there is not a simple answer. Your provider needs to support HD Voice on Nexus 4 (in particular.)
Orange Israel, for example, support HD Voice on Nexus 4 with Android 4.2.2 at maximum. If you upgrade to 4.4x
it will stop working and there is no option to enable it.
BTW, just saw that in local forum we have an official reply from LG:
"Officially and Originally, Nexus4 does not support the AMR-WB even though it was worked well in previous version.
AMR-WB has not been supported by H/W but by S/W and it makes performance issue during PTCRB test that’s why we cannot pass the PTCRB test with enabling AMR-WB.
But, Nexus4 needs a PTCRB certificate for Global market and we decided to remove the AMR-WB feature from the S/W side."

Skype for Android

As many of you already know the official Skype app has been released for android. I have been using this app since it was released in beta for Verizon and I was hoping that there would be a video chatting feature with the final release. The app itself drains battery and only makes calls over wifi (lame) but does anyone see Skype adding a video feature anytime soon? Or is there anyway we could write an app to videochat with Skype users on their computers?

It seems that you'd have to be authorized by Skype to use it. I think that was the downfall of Fringe - they cut them off. So writing one would probably be a no go.
I've also seen it mentioned that Verizon's deal is still in play. Skype MOBILE (over mobile data) is still exclusive to Verizon but a WiFi only app is okay for everyone else. I think Skype could add video chating to the app but we'd still be limited to WiFi only until Verizon's US deal with Skype is over.

From my knowledge, skype to skype is alwasy free.
My son went to Europe in the spring, took his netbook, and we used skype to Fring when it was still working, to video chat. No charges.
He used hotel Wifi, I was connecting to my EVO on 3g.
Nimbuzz allows skype calling over wifi and 3g, and it doesn't drain your battery.
No video chat = not interested.
Does anyone know how to get the notification bar icon to go away?

I have Skype running on the JPO rom (Froyo) it's running reliable and hasn't force closed once for me.
Try looking at the development forums to find out how to flash Froyo on your phone.
Thanks , which Skype version you have ? I have Froyo rooted,ext. sd 8 GB. I always get : out of space " can't install....I have enough space in all memories. Any tip please ?

Not with Skype. But it works with the latest version of Fring.
I am not so worried about the audio function of skype as 90% of the people I voice call with, I dont pay for in my networks contract anyway. I am curious about video calling. I suspect (for Ireland at least) that it is disabled due to specific agreements with other network providers.
But in theory, the data connection from 3G or HCDP (I probably mixed up those initials), there should be no problem with a video call.
Unfortunately, that is only something to think about, because, until Skype provide an official Android version that supports video calls, there is little that most Android users can do about it (Unless someone knows of a 3rd party app that works ).
[edit] Oh yeah, this works with fring, I forgot.
I have skype on my SGS and SG Tab. Works a treat when i wabt to chat with the wife when im working. Works well on 3g aswell which i was happy about.
I read online that skype and facebook were looking to merge in the near future...

Honeycomb does not currently have a dialer so atm no. You could use VOIP services like skype, etc.

Not true. It is not Honey Comb that is missing the dialler, but the 10.1 that has this feature locked. Galaxy Tab 8.9 is running Honey Comb too and you can make GSM calls on it.

I have been using it for months to make and receive call now - YES, you will have to be wifi connected, since it does not have the phone hardware, but it works .
Download the app: GrooveIP and sign up with your Google-voice number.
Works perfectly and it even interfaces with your Google contacts. AND if you prefer to keep a log of your calls, it creates that too (can be saved and restored with MyBackup-Pro)

As far as I know it uses your GV credentials as the contact number.
Skype works great. I use it all the time.

Do you have a GSM 8.9? Can you confirm this first-hand or provide link to someone else who can? I have a GSM 8.9 order now, and if it can make/receive GSM phone calls in Honeycomb, this will be a very welcome surprise!

Well, depending on how Szadzik answers my question above, maybe soon, maybe never. That said, I do have an 8.9 Tab on order (just waiting for stock to arrive before it's shipped -_-), so once I have that in my possession, you better believe I'll be reporting here about its GSM phone capabilities or lack thereof.
Here's the thing though, for anyone who says that the hardware is incapable of GSM phone calls, don't listen to them because that's complete and utter BS. At this point, if Honeycomb tablets can't make/receive GSM phone calls, it's a software limitation, not hardware.
Basically, any GSM/UMTS modem is integrally capable of making an receiving regular phone calls.
I'm pretty certain that it is at the behest of mobile providers that tablet manufacturers choose to leave out phone calling abilities. I mean, think about it from the carrier perspective; why would they willingly want to support a single device that "does it all"? That would be bad for business... However, if you make it such that the consumer absolutely MUST have both devices (tablet AND smartphone), then that means two line subscriptions and more money in their pockets.
Personally, if I were designing a new tablet and smartphone, this is what I would do:
The tablet would ideally be the central device, handling both data and voice services. The phone would be more of an accessory to the tablet rather than a standalone device. The two would be constantly connected to each other via bluetooth 4.0 or something (high speed, and low power). Imagine the phone being like a Galaxy S media player, but able to make and receive voice/video calls/texts/etc all over bluetooth via the tablet's connection to the carrier. Of course, if you wanted to, you could seamlessly transition calls to and from the phone accessory and the tablet depending on the situation, and all SMS/MMS/email/etc is always synchronized between the two devices in real time. Wouldn't that be cool?
Of course, all this could be done through software too, so I guess the real ideal scenario would be if someone made an app that did all this by installing onto whatever tablet and phone you wanted.

Do you know your data sim phone number? Try to call it and see what happens.
Szadzik posted several days ago that he had a GT 8.9 and could make GSM phone calls on it. I asked him to confirm, but have not seen a response from him yet. I'm inclined to call him out on BS with that claim.
Having said that, if you have google voice, you should definitely get GroveIP from the market. Use your GV number to make/receive true VoIP calls over any data connection!

I said it has voice calling capabilities, I do not have one. 10.1 has this blocked by Samsung, 8.9 just needs a dialer AFAIK.

However the article is a bit dated, the final release may not have it. Someone who has a 8.9 tab will need to confirm this.
Anyways, if this is ever added to the 10.1 (probably with the Ice Cream Sandwich update), I hope there will be an option to turn it off. I don't want incoming calls to my tab!

The phone supports it, as does android, but Google for some reason have disabled it in the software for stock version, because it works on the O2 Nexus, obviously O2 have customised it.
I don't get why people don't use it, with O2 the voice mins work with Video for free.. Using Skype, GTalk, etc is useless, because the people ain't on...
Video via their phone number, you nearly always get an answer...

The iPhone does not support it, that has FaceTime as their native video calling client.

Video Calling App

Just realized the stock dialer doesn't have native video calling (that I can find).
What are some good alternatives? I'd like it to be a fully functional dialer / contact app as well.

So back to he original question. What's a good contact/phone app replacement available to replace the OP dialer. I assume because of TouchWiz I can't just transfer the apk from my old S7 to my OP5 (default Samsung dialer supports video calling natively).

I am a proud oneplus fan since the first device but recently due to some circumstances I used a Xiaomi device for couple of months. I bought a oneplus 5 and was disappointed to see no video calling. The fact is that we pay for the internet for 1, 2 month or 3 months plan depending on our usage, similar to the plans now being offered by Vodafone and Airtel as well.
The only difference is that Jio provided unlimited Voice calls (over LTE) which other carrier don't (They have started now, but 300 minutes per day is the limit which is reasonable. But the calls are over 2G network only)
The video calling feature that people are dying for is actually a call made over the LTE band. Even if you disable the Mobile Data & Wifi, it works. It works regardless of internet access, which is a very handy feature to have.
The video call will work as long as your LTE network is in range. Now tell me, who won't love this?
You can make a call across devices like Xiaomi, Samsung & HTC, etc.
Please look into this concern and help.
In the US, this "native" video calling isn't in high demand. Everyone on Apple uses FaceTime, everyone else uses either Skype, Duo, Hangouts, etc.
Google is making a big push on Duo. The latest Google Dialer will supposedly support Duo (just Google latest Dialer).
Whatever Dialer you get, it will likely not use your native networks video calling feature. You may have to look into custom roms.
The stocked texting app doesn't even allow for single thread group messages, either!!
On all my Mi volte devices, there is video call option in stock dialer.
Just found Op5 does not!
Well others are suggesting duo, Whatsapp etc., thing is they all use data... While video call on jio, as I was using.... Needed not to activate data.
I use WhatsApp, everyone has WhatsApp unless they've been living under a rock.

A very good video calling app which you can have a look at is: R-HUB HD video conferencing servers. This is easy to use plus offers 30 way HD video conferencing.
