I know there's a volume hack but does equalizers like Viper4Android or DSP manager play a role to volumes in calls?
or do they only effect music players ?

A little further clarification... He also needs to be rooted and running a kernel that supports fauxs sound mods.

Volume + works great for me, both for the speaker and (bluetooth) headset. Look in Google Play. No root required.

The google now voice feedback doesn't seem to link to any of the volumes, so it only has one set volume. How can I make it louder?

It should be the media volume. Try adjusting it while it's talking.
You can try the setting the system volume, which is not normally accessible. If you download Light Flow it let you access to all the various volumes.

If your rooted then download and install Viper4Android. Check XDA for the apk and information. It blows away any other audio mod. It includes increasing the volume (gain) among many other controls.

I've had Viper since it came out. Best mod ever too! I didn't think you could adjust the mic volume though. I can hear them fine but they can't hardly hear me on their end. There's adjustments in a prop i can male but Iscrewed around to much and killed my sounds altogether and needed to reinstall the rom. I've got it working fine on my phone but it has headset properties that the tablets don't.
