OK so I know that I can flash T-Mobile ROM's to my AT&T S 4. But my question is now that I checked and found that there is no modem.bin file, I then proceeded to flash The Minion ROM with the KTweaker Kernel but no success, So what I am asking is the kernel for the Minion ROM a modified stock TouchWiz? And if not then why didn't the ROM flash with the KTweaker kernel?

What firmware are you on, and what recovery? If you're using Safestrap then it doesn't ever flash any kernels. If Minion ROM has a touchwiz UI and features, then it uses a TW kernel.
I am on twrp recovery. My phone is an MDL build

And I did flash with a touchwiz kernel. But what I am trying to find is if the minion kernel is just a modified touchwiz bc if it is then I don't need to flash the KTeaker

It's for a touchwiz rom, so yes it would be a modified touchwiz kernel.
So it would be fine to flash it without flashing the KTweaker kernel then? Bc I tried to pull the kernel out and replace it with the KTweaker so I wouldn't have to flash twice.

So I tried it without the KTEAKER kernel and no cigar, the KTeaker won't flash in so I am not going to concern myself with it anymore. But I am working my own rom and if you know any good devs that won't to throw in some help that would be great!

So I have been flashing Roms since this phone has had the ability to. But recently I decided to flash a Google 4.2.2 ROM. Well, I can't flash any ROM except for Google 4.2.2 or 4.3 and its frustrating because I want to go back to AOKP. Any ideas how to fix this?

Also. To further clear it up. When I flash another ROM the phone sticks at the custom screen. Doesn't bootloop, doesn't shut off. Just sits there.

Which rom have you tried to flash? Also which S4 do you have?

Flash the rom back you wanted, and before you boot, FLASH THE AOSP ATT KERNEL FOR YOUR DEVICE. It will boot.
You did say aosp you wanted to go back to, if it is a TW rom, flash tw.
Thank you. Your Welcome.

I flash AOKP with the stock underwear kernel. I don't think that flashing the AOSP att kernel would effect it though. I've never ran into this problem with my past 3 phones. EVO 4G, EVO 4G LTE, and my SIII

You also didn't have locked bootloader on the others.
if you do not use loki doki or loki kernel, you will continue to hang at the boot screen.
Good point. I forgot about that.

I looked around and I couldn't find a flashable version for you (maybe I didn't use the correct words in my search). Your best bet is the factory images where you can get it as a .img file and flash it via fastboot.
