That's not new at all, that's october build, notice the MJ1, thats 2013 October.
The latest build would be MK3 and MK7 uploads which have been available since late November

What is differents on this firmware?
Nothing. It has the same changelog as XXLT4,5,6,9 and other region versions.
See at http://samsung-updates.com/device/?id=GT-N7000. Easy to check here if really something new was released.
So there might be some different apps for the region/provider - but I didn't find one interesting new one in all these releases.
For XXLTA I didn't even bother to download it - or deodex...
