I have seen one wierd issue on my phone...I am seeing wifi status in battery status in genera tab in settings...
wifi status is always seen on eve when wifi is off ...see attachment
Wifi>Advanced settings> uncheck "scanning always available".

I just installed Gingerblur 3.1, and I have a problem with the WiFi (I can't post in the original thread because they are asking for at least 10 messages to start posting in that forum, and I think with all my respect that that's a ridiculous).
Back to the problem. My WiFi is automatically activated after I unlock the screen, even if I disable it before, when lock then unlock the screen, it's on again. That's kind of frustrating because it consumes a lot of battery.

I think the OP is talking about the fact they don't want it coming on at all so as to save battery.
I turn my WiFi off when at work to save battery life because our WiFi isn't setup properly yet here. I have no issues with it turning on until I want it to. I too am on GingerBlur 3.1. Sorry I can't help, and I can't duplicate your problem. When I disable my WiFi it stays off.

After reading the op again, I think your right. I misunderstood. My WiFi also stays off when I have it disabled.
http://goo.gl/cVWaQ is a great app to help you remember to turn off your wifi when its not in use. The Power Control widget is a great help as well.
I have just received my note 3. When i checked my battery stats, I noticed that the gps is always awake although I had disabled every single location access. Here is the screenshot. Any ideas?

You have to disable one more thing.
Go to: "Settings->Connections->Wi-Fi" and press the Menu button. Click on "Advanced" tab.
There you will find something like "Let/Allow/Permit always to scan" or sth. My phone is not English so i don't know what there originally writes in English but it is something like "Let/Allow/Permit always to scan".
If you UNCHECK this option, your wifi won't be awake all the time, anymore.

Thank you for your help, that option is already unchecked. In fact, the issue is not about wifi. The GPS is awake because of some reason. I could not find why.
Battery drain due to GPS?
I could not find anything about the gps online. Does anyone have any ideas? Why would be the GPS awake all the time although the location services are completely off.
i am not an expert but can it be a false reading? because also it seems your screen is on while your phone is not awake? as i said i am not an expert but that is a condition i never saw on my note 1.
It is a bug with battery stats from my own experience ...The gps is not on but it shows it as on in the battery stats.
Try rebooting the phone. The gps bar will probably stop increasing until you turn it on again.

problem solved?
Apparently, the reason was "Remote Control". When I turned that off, the gps was finally deactivated. The battery life seems to be better now.

That would make sense as I believe remote control is a security app.
When launched you can track your phones GPS co-ordinates and it sends them to you remotely.
Hence why the GPS would always need to be on?
I think you can still locate the phone via Google. I left the google location service on and the GPS battery drain is not back again. I am very relieved now

I have deactivated remote control from the security preferences in the settings menu.
i noticed that the wifi doesnt turn off when the screen is off. i can tell because on my note 2 when the screen was and i turned it on the wifi icon was not there and a sec later it would appear and would say wifi connected. with the note 3 its always on. i already checked all the settings in the advance wifi settings and everything is correct. seems to be a software issue. i searched if anyone else also have it and noticed that the nexus 7 which is also running android 4.3 has a similar issue and wasn't corrected yet. i wanted to see if anyone here has the same issue.
Check the setting i have circled in the attachment.

Not sure then. Just fyi wifi being on while the screen is off is not draining your battery any faster.

Edit 31-JAN-2016: So I tried the following in my testing
Charge phone to 100%
Turn Off WiFi
Check battery screen, phone seems to show WiFi on still
Reboot
Notice that WiFi is off on the battery screen.
However maybe a minute later, it seems to "turn back on" (SEE SCREENSHOT)
Have you checked your Location scanning settings as well?
Is Wi-Fi scanning turned off there too?

I have the same problem too.
If you go into the dialer and try searching on a company does it prompt to turn on wifi scanning?
Try rebooting

Do you guys by any chance have any of these apps installed? I'm suspecting it has something to do with these.
My testing so far is as follows:
Turn off Wifi
See that WiFi is still on in Battery Screen
Greenify the list of apps above
See that WiFI is still on in battery screen
Reboot
WiFi no longer shows as on
I'm going to do further testing to see. This is inconclusive so far.

I cant open your link but i would reccomend a clean flash/factory reset:fingers-crossed:
Go to location settings, advanced/ scanning settings and turn off WiFi scanning
