i just wanna know if there is an VOIP app that does require only one phone that has internet connection to call or text someone even though they don have internet connection ???

I know the pc version of Skype can make voip calls to landlines or mobile numbers but you have to buy credits for this although it could work out cheaper for making international phone calls
I don't know if the mobile app supports this
There are no free (as far as I know) ways to make a voip call to a landline or mobile number
Of course voip at both ends is free but both require internet

there are some apps that requires both phones to have internet connection to receive/send message/calls
for example ... i want to call my friend using those free calls and text/chat apps ... but in order for them to receive my calls/texts they should have internet connection ... is there an app that can receive calls/texts even the one you are calling/texting doesnt have internet .???

I have already given you the answer please read my post again
Skype can make calls voip to a non voip phone but you have to buy credits
There is no free way as far as I know to make a voip call to a non voip phone

try binu it allows u to send 5 free sms per day or week ,i forgot. it uses internet but the receiver receives it as normal sms without internet

Won't work cause the Verizon version uses Verizon own voice connection to handle the call. Also the app dials a specific Verizon number when you make a call. So it will never work on anything but Verizon phones

i just download other version for g1 but thee is no way t make calls i should keep still my nokia n900 for the skype calls

Fring is now banned from using Skypes services.
this is really incredible android platform with 100,000 app and they don't have skype it's frustrating if you want skype there is only one device witch work perfect with clear voice calls that's nokia n900 is great device but no app market so now i need to switch sim card like stupid all the time because i use skype a lot

That app doesn't allow phone calls in the USA be it skype to skype or landline to skype.
To call international from the USA it works, Thats the only way I use it since I have an unlimited minute plan, I have never try domestic calls..

Just unzip it and get the *.apk to the phone. Then you can install it. The app is working great for me but will it work over WiFi? When it asks for your phone number, is that supposed to be your cell or Skype DID?

I have a skype apk and it works, its a BETA but it still works you can chat and call, I kept the apk for awhile, there is another that you can only chat with this one you can make calls. I can send to you if your interested.
It is awesom BETA Skype. I through I was dreaming.
I was about to start hating Skype but now it is all changed.

Its your phone number that skype people can call you at but you will have to pay for these calls. Skype works for free only between registered skype callers so the first think you need to do is register online at there website, during this time you will need to create a "name", its like a member name this is how skype people call other skype people not with an actual phone number although you can buy a phone number so you can call non members and non members can call you through skype. I will send you an email with a link to down load the apk. You do need to enter a phone number when logging on I just put my real mobile number, actually its my GV number. But when first running the apk you will be asked who you want to call you, choose "only skype members", unless you buy a number but like I said you will be asked to fill in a phone number.
I just tried the app and unfortunately it totally sucks ;-(
It is trying to imitate Google Voice with the call back number.
Basically it uses your voice service and does not work on wifi or 3G to make calls even skype-to-skype totally lame. What is the point?!

I shut my service off yesterday as I will be in Japan for a few months and the international roaming is crazy! Any options to make it work with Google voice only over Wifi? I tried calling and it says no service available.
Also, I'm in Japan, are there any other options like configuring it to work with Softbank or anything like that? Thanks.
Have you tried to download and use the skype app over wifi? It may cost you a little to call but would be better than the roaming fees.

Google Voice on Android does not currently support VOIP from the handset to the server. That feature is only available through the Gmail desktop browser page on an operating system that is supported by the Gtalk voice and video chat plugin. Another way to get end-to-end VOIP with Google Voice is using Gizmo5, if you had signed up for that service before Google bought it out. That only lets you do incoming calls though.

If you have a temp visa or better yet a coworker or friend there you could probably get month-to-month service there. That would be the best bet, but it's generally one of the more difficult countries for visitors to get a sim card in. The airport might have some rental services, but iirc they rented you the whole phone (by the day no less) and it's fairly expensive compared to regular service.
Also it goes without saying that if you want to use a Softbank sim you will need to subsidy unlock (also known as sim unlock) the phone.
Edit: it is rumored that the WiFi calling feature that T-mo is bringing to the G2 and other Android devices will allow a connection and minutes usage internationally. Personally I think this is unlikely (for a few reasons, some of which are legal/regulatory) but it would be pretty nice. Of course this would seriously short circuit the way GV for Android works. You would not be able to make outbound calls with GV in the caller ID.

You could always install skype and set your outgoing caller id to your google voice number. Then sign up for a number at sipgate.com and add your new number to google voice. Once that's activated, download and install Fring or sipdroid and add your sipgate information. Use skype to making outgoing, take incoming calls with fring or sipdroid. Alternatively, if you don't want to pay for unlimited skype-out, you can try one of the many google voice dialer apps out there. They basically initiate calls using the google voice web interface, which you can actually do via your browser if none of the apps work out.

Or just buy a skype number and unlimited skype out then setup skype caller id and forward your GV calls to your skype #

As some of you know, you can now place FREE calls to anywhere in the US or Canada using GMail and the "voice and video chat plugin". You can also receive calls from within GMail if you have a GoogleVoice account and you set it up to forward GoogleVoice calls to "Google Chat" as well as your phone(s).
This is awesome! I can now answer calls from GMail instead of my phone. I wish the desktop GoogleTalk app did that so I wouldn't have to always keep a webbrowser page open to GMail, but that is not what this post is about...
I got to thinking: if GMail can place and receive free phone calls, why can't I do that on my phone (or any device with internet)? I downloaded every available webbrowser for Android and tried to surf to GMail, but none of them even loaded the page (???), much less the plugin.
While searching for any possible solution, I learned that the required "voice and video chat plugin" is available for Linux. This fact makes me almost positive that it is somehow possible for someone to develop an Android app that loads that plugin, logs in to GMail (spoofing a desktop browser), and displays the Pop-out dial pad capable of placing and receiving free calls!
Is anyone up to the challenge? This is huge people! FREE phone where ever there is internet. I hope someone can make this happen.

No, there is no equivalent of the gmail chat plugin. You're limited to using a sip client and forwarding your GV to that number
I'm pretty sure you can't even roam in Japan anymore. Unless this phone has the UMTS frequencies for 1900, you wont get anything. Recently, Softbank shut off GSM/2G service.

I live in France, She lives in Tunisia. My phone have no data, only Wifi and unlimited text messages to phone with is located in France, if i call her it's really expensive ~ 1€ per minutes...
Her phone have no wifi, no Data, she only can access to Facebook because of her operator who allow her to. She can send messages and call like me, it's very expensive for her, she's sometimes on Skype when her parents allows her to use her computer.
In brief : we would like to call each other in unlimited. But what can we use ? I already tried to install " Viber " on her phone but we she lunch it it's says " network error "
I need help of everybody; i really want to call her everytime i want to call her everytime i can, soon it will be our relationship birthay ( Years.. ) if i can call her in unlimited that will be a good present...

well if her phone has no wifi or data its impossible for free in an unlimited way - how else are you meant to contact each other than by a normal phone call/txt?
if she had wifi/data you can use whatsapp for messenging and skype for calls
you can however use skype to call landline phone numbers cheaper then using a normal phone line - you will need to buy credits - check on skype website for costs

I have a google voice number but my problem is I am no longer in the USA and therefore cannot use the standard method.

There are apps that let you text and make calls over wifi or data, but it is not free to receive calls. There is an app called next plus that I use for text only.
Look into AirDroid and see if it will do what you want it to do.

next plus is with credits and give me an virtual number not my personal number.My goal is to be called on my personal number on one phone,but to answer on the other phone (that with no sim card)

It's odd that the Windows client has a contact manager. I personally don't use that feature, so I don't know why it's there, but I do suspect it allows you to make and receive calls on the PC. I thought it might do more.
One thing that may work is Google Voice, if Google still has the service available. You'd have to link your number to Google Voice, but then Google Voice would work on the phone with no SIM, once you install it.

Google Voice works for phones that have no SIM. It sends the call via WiFi. In fact, several years ago this was a recommended method of repurposing an old phone. I don't know if that has changed or not, as I have no need of doing what you're attempting.
