Yes, the SDK Dump of ICS does have SystemUI.apk (Odexed) and Framework-res.apk. You can find the entire image here:

Sorry kassus but you are getting more anoying every single day, necroing old thread's that are abandoned and asking questions like "Is it still in development" when it's obviuosly NOT. Continuing discontinued roms and adding nothing just your name to it -.- . You in my opinion are more anoying than melvichng!

I deleted Phone.apk and TelephonyProvider.apk from my system without any backup and now i cant enter the Status in the About Tablet option...
Anyone with the ICS 4.0.4 Stock can please help me uploading these two files so i can restore my Xoom to full functionality???

Hey guys my nexus 10 isn't rooted so I was hoping you could get him the file he needs.
He says
"Tell them i need a stock 4.2.0/4.2.1 copy of system/app/latinimedictionarypack.apk and tell them that it needs to be refreshed before uploading by going into settings->language input->Android keyboard settings->add on dictionarys-> refresh"

I tried to change the emoji in an attempt to make it look like AOSP, and... Well, the screenshot speaks a thousand words. So if anybody who is on the leaked 4.4 could send me the NotoColorEmoji.ttf file I will be very grateful.

Correct me if I'm wrong but I don't think you can, since all the applications that make up the OS have been stripped of any other language strings. Adding the language would imply repacking every single app in the system with the appropriate language which is a harsh task that cannot be achieved by simply using a locale program.
I was looking for the same and desisted. It's much easier and faster to flash a custom rom, imho
