Yes. You compile a rom from source.

Just use Nova launcher if you are not rooted or if rooted try any custom rom, all have this feature.

From a quick search it looks like the only way to install is to push to system/app, which you need root for.
Their has to be a way. It's just a browser.
However I don't know how/what to modify to make it work on stock lol

Give this one a try. I was able to install on my stock rooted phone. It installs as a user app. Post #299.

hello I'm using the halo notification app that would have the floating notification but on my phone it doesn't do that it only has the app in my notifications. I'm running 4.2.2 pac rom can someone help me.

Simple ans upgrade to latest PA 3.97 or 4.3 PAC ROM and you don't even need to install such third party apps for this feature.
how do I do that? and do you have a link to the 4.3 pac rom? or the pa 3.97

AFAIK they all use kexec which hashcode has stated is not possible on this device

I feel CM will eventually make its way to our Note 3. I came from the RAZR maxx, which also use SafeStrap as its custom recovery and had a locked bootloader, and they eventually had support from Cyanogenmod. It's just a hope and a dream right now

To be completely honest, I never remember flashing anything kexec on my RAZR. I would just put a ROM in slot 1, boot up, and I would have CM.
Then again this is a different device, so we will just have to dream of it.

Yes, a vague question. If you're meaning the Google Experience Launcher, yes you can. You can even do it without root. If rooted, install CM 11- comes with the N5 launcher.
