Hello there,
I flashed Google Official Android 4.3 Image yesterday on my Nexus 4, I was on stock 4.2.2 and now stock 4.3, my device is not listed until now in Web Google Play and I can't install anything from the browser.
any idea how to get it back again? my old Galaxy Nexus is still listed and I can install anything from Play Store in the device itself.

Try installing a few apps directly on the Play Store on your N4... it should appear on your list of devices on the Web after a while.

This used to work before, I always install some Apps and bingo it will appear in the menu, but this time it didn't work.
I installed even new Apps like Google Play Games and it appears in my orders, but Nexus 4 is not listed.
Am having the same issue with my phone (as mentioned in a few threads)
Completely stock - received OTA update and now my device is not listed as My Device
Factory reset did not resolve.
No issues downloading from play store on mobile, but I love being able to find something at work, sending to phone and letting it download when at home

I had a very demanding week at work and during a session of mental autopilot, I allowed a friend who had updated his Nexus 7 to 4.2 - talk me through updating MY Nexus 7 to 4.2 (kernel ver. 3.1.10-g22b4fcd). This is something I would never have done without a little checking to see what kinds of problems people were having, but I wasn't thinking clearly and gambled that it wouldn't cause any major problems.
The first thing I noticed was that none of my apps would update. Every time it reports an "Error retrieving information from server. [RPC:S - 5:AEC - 0]". I then tried installing an app from the Google Play Store, and got the exact same error. This happened with several apps.
I've had mixed results installing from the Amazon App Store, with a couple successes. However, it doesn't seem to log me in automatically like it used to. At least the installs were successful.
Next, I used Android Task Manager to Stop the Google Play Store app and Clear Cache and Clear Data and then cycled the power of the Nexus 7.
No Luck. I'm still getting the "Error retrieving information from server" message whenever I try to execute an update or downloading a new install.
I sure hope I don't have to revert back to 4.1.2 because I'm going to have a hard time getting everything setup and working the way I had it.
What should I try next? I greatly appreciate any help suggested. Thanks!
Solved
I created a new account and logged into it. Then I deleted my old account and re-booted the tablet. When restarted, I added my old account and logged into it. Now the updates are working without error.

Tried this but unable to install it, likely because I uninstalled the Google Play Store updates and it rolled itself back to 3.9.17
Removing/re-adding account didn't work either, even w/ a reboot + clearing cache/data of the Google Play Store App.

I'm using Safestrap and I've installed two roms. One of them is a Google Play Edition that comes with a build.prop containing the SPH-L720 information for Google Wallet functionality. The other is Graviton 1.5 which is a build.prop that has the SGH-I337 information. When I first got the phone, I installed the GPE rom first, and then later installed Graviton. When I went to use the Play Store webpage to install an app, it had 'SAMSUNG-SGH-I337' listed as a device. After I booted into the other rom, the device name changed to SPH-L720. After switching back, after a few hours, the device on the Play Store went back to the I337. I've since booted into that GPE rom one more time, and once again, the device on the market has switched on me. It's been two days now, and I've been in Graviton the whole one, but it will not switch back.
I can't install any apps from the Play Store page, nor can I use the location or remote ring services.
Short of re-installing the rom, is there a way to force Google to update the device listing? I've tried clearing the Play Store and Play Services cache and data from the phone, but it didn't change anything. Will reinstalling the rom even help?

Hey, everytime I open my Google Play Store (which I had to get from the internet) it opens for a while, until I try to download something and then is crashes. After it crashes by trying to download something and I try to re-open it, it just crashes on startup and I get a message saying "Unfortunately, Google Play Store has stopped." So this has been happening since yesterday when I used Clean Master to clear up some space on my device, I also link some apps to play using Titanium Backup (don't know if that has anything to do with it) and I attempted to uninstall Google+, and was successful also I applied a custom patch to the Play Store when it worked using lucky patcher. I searched everywhere on the internet and the only solutions i could find are:
1) Clear Play Store and Google Play Services Caches.
2) Enable Download Manager (Which I can't seem to find but I'm not entirely sure on that one so I'll post screenies)
The download manager shown in the screen cap below has no enable or disable option with it)
3) Wipe Android Device completely (Which I did and problem still persisted)
4) Re-Flash ROM. (Which I also did and the problem still continues
So, Im on a completely stock firmware and as soon as I finish going through the setup process feeling relieved I see a notification in my notification shade from the calendar app stating that Google Play Services isn't enabled or something and when I click on the notification the phone fumbles for a second and then the calendar app crashes. After a few minutes, while I was searching for answers, I got my email notifications and everything seemed to be fine. UNTIL I installed the Google Play Store once again, only to have it open and my first attempt to download an app made it crash. And now I'm back to square one. I cannot find "Download Manager" at the bottom of my application list. But I do have two applications under "D" in the App Manager, both called "Downloads".
I'm able to install APKs off the browser just by downloading and installing as normal, and my accounts seem to be working fine. Except the error in the google account "sync error" followed by a message at the bottom of the screen saying sync services are currently unavailable. I'm able to use Youtube and other apps easily without a problem. The only problem is my Play Store. And yes I've already re-cleared the cache and even just cleared the data from both play services and play store in application manager. Problem still persists.
Previous Errors:
1) Device is not provisioned data services error (Which I assume I've fixed because I don't get that error anymore)
2) Google Play Services not supported by your device. (Whenever I opened Youtube, but that doesn't appear anymore)
I'm really out of options this time, I was stumped after I factory restored with ODIN successfully and still was unable to fix my problem. Could this be a Google problem or am I screwed? Really need answers, so THANK YOU VERY MUCH in advance.

UPDATE: I was also able to find my "secdownloadprovider.apk" in my system/app but when I click install is says application not installed...

Okay so I decided to wipe the phone once more and re-install the ROM (Which is a stock MF3 ROM that I got from XDA) and the problem still continues, I've been up all night trying to figure this out. Now apps like Google+ (Which I hade to install from the internet on my device) say that the Google Play Services on my device is not supported by my device? What does this mean? It used to happen with the newest version of youtube, now im currently using the old version of youtube which has no problem, and im pretty sure if i were to update it id get the same error. Someone pelase give me some insight. What can possibly be done?

You used all files in the full MF3 Odin? I don't know why it wouldn't work, but your only option may be updating to MK2. It's a very peculiar issue. You could also wipe data in stock recovery and then flash the Odin file to make sure it's as clear as possible.

FIXED IT
After much searching for the problem I gave up and decided to try reloading the stock OS once more and it worked that time... I still have no idea what caused the problem...
Similar issue
Did you ever figure out what the problem was? I'm haing a similar issue with NI1. I'm using titanium backup to restore many of my apps and don't know if it's something I'm doing there that's causing the problem to keep coming back.
I've reloaded stock rom via Safestrap at least twice. But the problem is still there. I can't be certain but i think it may have to do with the syncing of contacts or data with google.
You could always try to reflash the gapps package... If you freeze a part of the gapps package like google services framework, other apps seem to not want to work.

Gapps package? This is the i337. There is no gapps package for the i337 on mf3 or nl1

"Not Working" can mean a lot of things. What is it doing? You might have the wrong Google Services Framework installed. I assume since the phone is on 5.0.1, it is rooted? You might try just wiping the Data and Cache for the App for starters.
If that does not fix, try uninstalling the Play Store, and then just sideload and flash the .apk for the most recent version to reinstall. Sometimes a fresh install will iron out problems. If those do not work, some specifics on the Play Store version and what it is doing exactly would be helpful.

Phone is not rooted ( no superuser app or SU app installed ). Not working meant all i see is Downloading but nothing happens and after few mins i get error code 495. I cleared cache, reset phone but facing same issue.
I have 2 internet connections strange thing is that its working on one wifi but not working on other.
If it's a second hand bought.. Do a clean flash.. It is the best way to resolve the issue.. You never know what the previous owner has done to his phone..

Used my phone for year and a half, and few weeks ago phone gets lag from time to time.
I decide to go to FACTORY RESET (firstly try backup and reset). All go well. Phone goes like new. No lag. Good performance
BUT: one thing, one little error broke my all google apps
When android goes to automatically update google apps like GMAIL, Google Now(google), hangouts, maps and many others, system says that first have to update google play services and then this ERROR :
Google play services isn't compatible with your device
I try to reset phone without backup. Same thing
Then I go very angry and decide to read more about custom ROMS and how they install
I installed TWRP 2.8.4 first. Then I download AryaMod V8.3 TW Lollipop Official BOJ6 and follow all steps to intallation (A) : Coming from any official TW 5.0
All installation goes well and the ROM work perfect.
There is no hangouts app(I know that is old and bla bla), gmail work properly, but google(now) and other software (like STRAVA) wants to update and still wants google play services to update first. AND SAME ERROR :
Google play services isn't compatible with your device
Tried to go application manager> google play store> uninstall updates
application manager>google play services> clear cache
remove google account and re-login
same error !!!
PLEASE HELP

Download Google play services APK from apkmirror and install through it, same happened to me yesterday and it worked like a charm.

I have the same problem as OP. I was on AryMod MM 6.0 v6 but GPS was a little problematic so I decided to go back to a stock rom. After a successful restore I couldn't access my google apps after update. I tried another stock firmware but got the same results. Older apks with .438 install correctly but the problem persists. I tried installing the latest apk from apkmirror but I get an error.
There are 27 variants of app on apkmirror, which one to download for n9005?
