Is there a recovery with the multiboot option and the possibility to install 2 or more Roms?
Or this is only possible for devices with the external SD card?
The multi ROM for nexus 7 has sources available its possible but with the limited space of the nexus 4 and because there's no need for it we proally will never see it

in my opinion (!) they should work, most of the time....
Make an nandroid, perform a backup of that nandroid, then try it out for yourself

so ... to answer my own question: yes, grouper roms do work on tilapia. at least paranoid android 2.99.6 did. no gsm support tho, as expected
I wasn't aware that there were different versions for the n7, did you try flashing m kernel or something to make sure it wasn't that?

yes. i tried m-kernel. sadly it was not enough.
obviously there are some drivers missing for the gsm module.
Is there a way to install PACman or any other custom ROM on my nexus 4? My device currently has the new android update, 4.3.
Don't know when PACman ROM was last updated, but there's a few 4.3 ROMs you can flash now...

JWR66V is the main.
JWR66V is full of bugs but JSS15J is much better, stable and got better GPU speeds within the kernel but the reason it was not released for the Nexus 4 is because it was suppose to be for the Nexus 7 and the Nexus 7 itself has that update anyway.

Yep, unfortunately if you want fully stock then that is not really an option but you can look in the development forums for the perfect one for you, there is literally more then 1 available.
