AT&T Blocking a website

Okay so I don't understand this. Every phone I try and different numbers and phone att always NEVER loads this website. Its like its block. Even when trying a Vpn on my phone iit won't load, when I tether my phone it won't load on my PC. BUT when on wifi it works fine!

O.k. yes my part of the country has been reframed with 1900 frequency so basically I would just put my sensations sim card in the one x?are do I need a certain sim card from T-Mobile.

Just a regular sim. But make sure it is unlocked.

So a VZW rep told me today that all 4G phones are factory unlocked and on edge, I have an unlocked device, is this correct?
