If you are rooted there are several apps in Play that add that option like Quickboot, Power Togggles and more.
Or flash a custom ROM e.g. CM10?

Can you explain us a little? What do you mean a backup? You mean the rom zipped where you can flash with Recovery? Yes.

Are you referring to making a nandroid backup in recovery, or backing up the home screens and stuff for your rom from the AOKP settings?

I ran a couple aokp ROMs on my Gnex and they have an app that saves everything.. I guess I could use titanium, its been a while since I used it though. I don't think it saves home screens, does it?

Yes. It saves all the paranoid settings for each app. I don't think it backs up home screen layouts though, and it definitely doesn't back up apps or data. Usually I dirty flash updates to Paranoid though, so my home screens and apps aren't touched. I just wipe cache and dalvik, then flash the update and gapps. Then I restore my paranoid settings with the backup that we're talking about.

Make a Nanroid Backup, that will get you backed up everything you need.
Ahhhh.. I never dirty flashed on my n7.. Does it run OK usually?

Best bet is to install nova launcher or apex launcher, setup your screens how you like them, then back it up in the app. Regardless of what you flash you can restore your layout when you redo the launcher app.

Yes it runs very well. The only time I do a full wipe is when I'm changing ROMs. This strategy has worked well for me so far.

Well, like mamba_nz said, a nandroid backup can never hurt. I also use Titanium Backup to back up my apps and data.
But to answer your question, unless something goes wrong, no you shouldn't have a need to back up anything.

you are stock? then no. with root you can delete it, but you will have a space left. in some custom roms you can disable it.
Almost every custom launcher has that option. Adw, apex, nova and probably all the others also.

Install the xposed framework app then install modaco toolkit. All can be found in xda just search for their titles

I installed both. The modaco option for power menu doesn't work. Other options work though, like battery percentage.

I have "Extended Power Menu" installed from the playstore and it works perfectly on 4.3 but you need to be rooted. I have SuperSU v1.45 installed for root.

I don't know about the app you mentioned, but there were a couple of apps in the N4 Apps & Themes forum which did this - but it seems they work for 4.3 only.
As mentioned, there are apps which work via Exposed framework which will do what you are looking for (though bear in mind Exposed needs the Dalvik not Art, runtime).
Another good option is to try some ROMs - most of the popular ones have extensive UI customisation, such as battery, clock, navigation bar (the one at the bottom).
Download a ROM and its Gapps (eg AICP ROM and its Gapps, which I use and I can recommend, it's a good place to start)
Reboot into recovery.
Backup your current ROM (creates an image you can restore if you don't like the new ROM)
Wipe: data/system/cache/dalvik. NOT internal storage
Install the ROM and its Gapps
Reboot and begin to setup your phone
If you have Titanium Backup Pro or similar, you can restore all your user apps and data to the new ROM. Generally not recommended to restore system apps or data.
It may sound like a lot of effort to get a battery icon, but you also get a better ROM (faster, better battery and highly customisable UI). With the backup you took, if you don't like your new ROM, all you need to do is:
Go into Recovery,
Wipe data/system/dalvik/cache
Restore the backup
Reboot
