I guess there aren't too many users still running 4.1.1.
You best bet would be to pull down a stock 4.1.1 ROM and extract the components you need directly.

[MOD][Tab3 8.0 Stock 4.2.2 SM-T311] OGBatteryMod + Traffic Speed Meter

Hello.. I Just Want to Share This Mod I Hope You Like
Special Thanks To Osama Ghareeb For Battery Mod Tool
And For Dzol Cp For Guide Mod Add Traffic Speed Meter On Statusbar
Features
OGBatteryMod
Traffic Speed Meter
Center Clock
Requirements
Samsung Galaxy Tab3 8.0 SM-T311 (3G + WIFI)
Stock Rom T311 Deodexed
Download
Original Clock
Center Clock
Instructions
Don't Forget To Backup SystemUI.apk & SecSettings.apk
Download File Flashable zip
Place File Flashable zip in The Root of sdcard (ExternalSd)
Reboot into CWM Or TWRP Recovery
Flash File Flashable zip and Reboot
If You Want to Change Icon Battery Go to settings/display/BatteryStyle Or Tap Battery Icon 3 Times
Works well on rooted stock ROM Galaxy Tab 3 8.0 T311 (Android 4.2.2). However, would be nice to have at least one "network option" - show / hide network traffic icon.
I installed this on my Tab 3 8.0 T310 (not T311) and stupidly did not backup any files.
My tablet reboots and works fine, but I don't see a navigation bar nor a home screen. I get a black screen witht he home icons on it.
How can I restore those 2 files? Do I have to flash the clean stock ROM and start from complete scratch?

I looked at that page and scrolled through the regions. I did not come across a USA or US version. Might you know which one I should pick?

this Mod only work for stock rom JB 4.2.2 Not for costum Rom
abdoel, I'm sorry but I am confused.
In my original post, I stated that I installed this on the stock ROM and my status bar disappeared. Blissiminnent states that it works fine on his custom ROM (Fastdream).
In your last post, you state that it will only work on stock.
Do you see your contradiction? I'm not trying to cause problems. I just want to use the mod but it broke my stock ROM.

The stock rom is odexed .To use custom roms apps in stock you need to deodex it.Themes only work on deodex.

If its a system app it will only install if you remove all the references to the touchwiz framework - There is a thread somewhere with some pre done apps and how to but unless you are good at coding and reading logcats chances are it will force close if you do manage to even get it to install

Touchwiz ROM with least bloat

Hi all, I do not use any Samsung stuff. Not even the spen. But I like touchwiz's stability and performance. Which of the TW based rom can be flashed with the least bloatware, through AROMA or not, Omega, Aryamod, Civato, Darklord, Audex, ....or others?
http://forum.xda-developers.com/showthread.php?t=2649176
Read that roms info .
One person's bloat is another person's essential app. Just flash a ROM you like and debloat it yourself.

try this aroma debloater (has universall installer so works with may TW Lollipop Rom's)
http://forum.xda-developers.com/galaxy-s4/i9505-develop/s4-touchwiz-lollipop-rom-debloater-t3047634
if that one fails to run try this one I fixed for AT&T Note3 (same debloater but with aroma 2.70 All credit to @Kushan02

Omegas install gives you the option to debloat the rom. Closest I got to totally debloated touchwiz.
