It is the wrong hardware for the UK 4G spectrum so not possible as far as I know.

I heard it really slow on T-Mobile service, only get 2g data speed only. Any one know if this is correct? If yes , is there a fix like change different modem or something??? Thank you

It will work on T-Mobile 2G and/or 3G if you live in an area where T-Mobile has the 1900Mhz band, on AT&T though it will get 4G.

All Nexus 4s are unlocked to work with the frequencies used by your carrier.

What's the carrier to go with when I go on my vacation there? And how do I go about getting a Sim?

If you will use your own SIM, don't worry as soon as you get on Mexican soil your phone will tell which carrier its giving you roaming services.
If you are planning to get a SIM there you first have to be sure that your phone is SIM UNLOCKED, then check with your provider which bands are using and do a little search on Mexican provider to match those bands.

Telcel and movistar are the only ones with LTE and even then its limited to certain cities (monterrey, DF, Guadalajara, Mérida so far... )
I've a data plan with telcel
You can get a sim almost anywhere, if they're selling cellphones and got telcel advertisers just ask for it, same with other carriers

Today I bought the aio service (att mvno)and tomorrow my number should be fully ported. In my area att has lte service and was wondering if I change radios on the phone if I'll get lte? Has anyone tried this?

If att uses band 4 lte in your area, then you can use the .33 radio to get lte. There's only a couple of cities that att uses the correct lte band for the N4 to use it.

I just got n4 jdq39 and my provider is Koodo (telus) and I get 4g and lte should I go for baseband .33 to get lte ??
