So I got my nexus 10 recently, and I've noticed that my total amount of RAM is around 1300mb- This is approximately off from 2 GB ram by ~700mb ram. I know that the system takes up a lot of ram, and I've looked through the forums for people with missing ram problems, but as for the others, they're not missing 700 mb ram, instead, it was around 200-300 or so. I am on stock 4.2.2 unrooted currently.

400MB was reserved for the GPU up to 4.2.1
With 4.2.2, an additional 380-some MB was added to the previously reserved amount to prevent userspace RAM fragmentation; so now, close to 800MB is for the GPU.
I still think it's kinda silly this thing is being sold with 2GB, but I guess in Google's defense, the Nexus 10 does have 2GB of RAM. Just can't use nearly half of it for what you'd expect to use it for... sigh

Exactly, I'd rather have a system using 90% of my ram efficiently then wastefully using 30%

I see you have WhatApps and others apps running. Close them or adjust the update intervals.
If you do that, you should easily get 180+ mb free.

well maybe it's a tradeoff between smoothness and 3d performance. Btw have you tried it again again? (2 - 5 times and average the result) because there's a chance of some anomaly occured in the first test.
Do the above but also benchmarks don't mean a ton...

That just means one less process was running.
With scores that close it means nothing. I could run two benchmarks back to back and get those type of variations.

Today I flashed SHOstock via SafeStrap v3.71 (MK2). I had a lot of internal storage. However, after flashing the ROM to rom-slot-1, I get a persistent message on the notification panel stating that "storage space is running low".
Storage apps in the app store say that I have 8.1 GB of internal storage, but the phone's storage settings states that I only have 145 MB of available space.
14.44 GB is being devoted to system memory which seems like an incredibly high amount.
Could someone explain what is going on and how I could rectify this issue?

16gb phones have around 9.5 useable and 32gb phones have 22gb or so. Nothing we can do.

I understand that, however I have more free space than the rom in safestrap is showing. That is the problem.
When I open storage with the slot1 rom, this is what I see:

Don't you adjust the size of it when you create a rom slot? Whatever the slot size that you create will depend on what your free space will be. That is my understanding anyway.

Excited just received in the new S7 edge in, I open the smart manager, found that in ram option, total 4GB ram but has 671MB reserved, and almost 65% already used, even end all, still almost 50% used, I don't know if this happen to everyone, if yes, is there any way to release that 671MB ?
The 671mb is probably for the graphics video RAM.
The reserved part is for system devices like the GPU. Worry less about the numbers and see if your apps and tabs remain open when multitasking.

This
Android will keep recently / frequently used apps in RAM so when you want to access them again they don't need to load from storage. That speeds things up. Linux (Android) isn't Windows, and having a bunch of free RAM doesn't accomplish anything except slow down multi-tasking.

So Did You Recommend Me To Buy It Or Is There Any Issue Or A Better Choice ??
It's good enough, I mean technically all 16gb internals + big sd cards are good enough for moderate app usage and casual media.
I get around 7-8gb after a factory format, so after some social media apps like fb, messenger, whatsapp, instagram, twitter, etc. you might get around 5-6gb of space left. I used the remaining for app cache and 3 heavy games which takes 1-2gb each.
Get the 64gb version if you use too many apps and games or get a fast & spacious sd card and just link most apps to it.
