As a wifi only version of galaxy note tab 10.1 I was little upset that I can not make phone calls. I used to have galaxy 7" tmobile version tab which was able to make calls. I like big phones.
Today I decided to try new thing and boom it was successful. I can make calls using viber to viber through my tab. And almost every people on my contact has viber.
All you need is one sim which is not ragistered to viber yet.
1) put that new sim on your phone so that you will receive call.
2) install viber from play store in tab .
3) viber will ask you to enter your number ; enter new number(make sure you dont use number which has already viber; it will sign you out from another one.)
4) viber will send you activation code on msg and says waiting for msg. If you receive msg on phone enter it on tab. Otherwise there will be option to receive code via call.
5) viber will call you and says code on phone.
6) enter code on viber on tab and you are done.
7) since its not a phone. Your speaker will be automatically on by it while making calls. Use headphone or bluetooth
As I tested I am successfully making calls and my jabra bluetooth is working like a charm.
Of course you need wifi to make and receive calls. My galaxy s3 has wifi tethering so I can use it any where I want

I emailed Google prior to me purchasing the Nexus One ... explaining I will never use SIM Card ... and they
replied saying to me it will work with no SIM Card without any problems .. so I purchased it.... and still I can
not figure out how to make any international calls. I just want to use the Nexus One in Hotels with Wifi for
my calling needs. I have always used skype on my Iphone for the same service, however I now have the
Nexus One.... Now my issue is ... I cannot make any calls on the Nexus One without a SIM Card ... and this
makes me mad ... I just want to chat and call using the Wifi device ...
Several people told me to install SIPDroid, Fring (which I could never get it to make a call) and even today
i was advised by Nexus One Customer Support to install a Google program from Gizmo5 called GUAVA..
which would not install on the Nexus One ...and when I call Google for help .... no help is offered .. not even
on any official website ..... just for users around the world... with ALL different issues that don't related to
my own ... Very Frustrating since I like using GV for my International calling but it seems (for the moment) I
can only use GV with my computer and a headset ... why do I need the Nexus One then if I can't make a call
without a SIM?
Anyways.... (frustrations set-aside now) .... Can anyone give me OFFICIAL information about HOW I CAN
USE MY NEXUS ONE TO MAKE / RECEIVE TELEPHONE CALLS WITHOUT ANY INSTALLED SIM CARD JUST
USING A WI-FI CONNECTION?
I await to hear back from Google , Google Voice or Nexus One expert person
Thanks
Take this for what it is worth, but someone mentioned some program Nimbuzz having pretty decent Skype integration for making voice calls. This is ENTIRELY hearsay, and i have absolutely never used nimbuzz or this feature. It could be worth looking into though until you find a more permanent solution via google voice.
Good luck.
Use your name_your_provider_here Tab to make & receive call wthout using cell minutes
This is yet another version using IPKall, GV and SIPDroid to make & receive call without using cell minutes/phone plan. I just posted a detailed steps. Credits went to original poster and those who helped me out during the whole process.

I think it's a safe bet the issue is on their end. Record the message (use Sound Recorder on a PC if needed) and play it back for them. There is no setting on your phone that would produce this audio message that I am aware of.
Problems Handling Phone Calls (Call Waiting, 3 way, etc.) Verizon S5 on AT&T Network
I recently bought a used Verizon Galaxy S5 (SM-G900V). It came with the lollipop OS. From the outset, I had problems with phone calls, text messaging.
1. When I'm in a call, I'm not able to dial (Like to enter numbers for automated systems).
*I solved this one by going to:
settings>applications>call>
Scroll down to DTMF tones and change setting to long.
2. When I'm in a call, I'm not able to click over to calls on call waiting. When I do try to click over, I still hear the original call for a few seconds and then both calls drop and I get an error message that says "no sim or invalid sim". If I don't answer the call, both calls drop and I get the same message. The same thing happens if a try to make a 3 way call.
3. If someone calls me and I try to call them back, the call redirects to turn it into an international call and the call doesn't go through.
*I solved this using an app called prefixer
4. If I try to text message someone who called me, I get an error message back saying the phone number is invalid.
I figured I would have to root my phone to be able to make some custom changes. I first had to downgrade to kitkat (android 4.4.2) and root it and then upgrade with root using some very helpful posts and resources found on this site (thanks). When I downgraded, problems 1 and 2 went away (for number 1, I had to change my network mode, but that solution didn't work when I went back to lollipop). After upgrading beack to lollipop, all of these problems were there, though I was able to resolve 2 of them, the other 2 are problematic.
I think theres a problem with the way the phone is handling the AT&T network signal since they have a different type of network from verizon but i don't know. I need some help please. Has anyone encountered these kinds of problems and solved them. Thanks
My Nexus 4 has Vanilla Android 5.1.1
My problem is with Hangouts (w/ Dialler) as it doesn't want to connect calls when using provider Data. It attempts to connect "Calling" but after about a minute it disconnects with the error "Timed out while joining call. Check your network connectivity and try again".
Please note I am trying to actually call a Canadian/US number. (not establishing a hangout video, etc). Hence why I installed the dialler.
Now, this problems disappears if I connect to wifi. ALSO, interestingly enough, my Tablet (Samsung Tab 4) works as well if I enable wifi hotspot on my Nexus 4 and the tablet uses the phone Wifi.
I don't know what to make of this. My tablet runs default Samsung android 4.4.2. Tablet only has Wifi capability, can't insert the SIM in it.
Hangout and Dialler are both up to date, altough the version is slightly different between the 2.
Tablet hangout version 12.0.130004787, hangout dialer version 0.1.100944346
Nexus 4 hangout version 13.0.134811930, hangout dialer version 0.1.100944346
Help in being able to use hangouts when I'm using my phones data plan?
