Ah I guess then clearing Settings data should be enough.

Here is another potential solution
[/COLOR]Magic of google search update. Found these steps which fixed it for me
From a terminal emulator (on phone), and assuming you have root
type "su" and answer permission dialog from SuperSU or SuperUser
type "mount -o rw,remount /system" -> followed by enter
type "cd /vendor/firmware/keymaster" -> followed by enter
type "chmod 0644 *" -> followed by enter

Try wiping the data for Market. This can be done in Settings -> Applications -> Manage Applications -> All

Go to settings->Language & Input->Language; and select English US (or whichever u prefer). And Market should work after that.
I had the same problem when I switched to ICS rom (by texasice). Found this solution after a lot of searching and it definitely worked for me.
Btw, no other solution worked for me (clearing cache, dalvik..).
I always get the msg "Authentications required. Please log into your Google account." :-(
P.D I use the Market Enabler
I am on stock 4.1.2. I recently flashed back from 4.2. I do not want to update as I found it extremely buggy. I keep getting a notification to update and it is annoying. Anyone know how to disable it?
Sent from my Nexus 7 using xda app-developers app
You need to root
Then do this - http://forum.xda-developers.com/showthread.php?t=1998378&highlight=disable
If you don't use sync you can also force stop "Google Service Framework"
BUT... this way isn't recommended by most... but it worked for me before rooting, would stop it for days, then it might come back after a while
Search for fotakill.apk in Google search. Place it in system/app using ES File Explorer or other file app (if using ES make sure to go into preferences - root options and enable all selections available). Change permission from RW to:
R W E
R W
R W
Then tap the app in system/app to install it. After install reboot to custom recovery and wipe cache. Reboot. Once it reboots you might still see the icon for system update. Clear the notification. If you check for an update after that it should say up to date.

Thanks for the comments! I am not wanting to root at this time because I am enjoying how this is running. So I hope this post will stay here if I place in my favs to come back to if I ever root. I will do the framework thing for now. I doubt I will be updating to 4.2. I noticed my offline GPS was not working on Google maps after updating to 4.2. So many problems with that update. Glad I went back. Thanks again! You guys rock!

For what it's worth, I used the Google provided 4.1.2 files and scripts to go back from 4.2.1 so an expensive app would work on the Nexus 7. I have not yet locked the bootloader if this makes any difference. What I then did was install System Tuner Pro. From the menu in that app, go to System (red android symbol), find Google Services Framework and click on it to highlight it. Then at the bottom of the screen choose Settings and turn off Notifications and then Disable it. You can simply go back, I suppose, and Enable which is that the box says now. After doing this it will show that as frozen.
So I have not rooted my Nexus 7 and this seems to stop the OTA prompts for updates. I'm unclear what else this stops, but I'm not using much involving Google syncing, so probably not any harm. (You can also use System Tuner Pro to backup up your user apps and it writes these backups to the sd card. I have not tried to restore them yet, having no need.)
Every time I try to download any file with any browser, it doesn't even start, before Android gives me "Download Failed" Any help? Stock rom, rooted.
I believe it is a permissions issue, as I also cannot copy files from Windows Explorer to my Phone, Take Screenshots, Copy to the SD Card, or View any of my photos from the stock camera app.
Bump
Try using ES Downloader and see if the file downloads.
Es didn't work. Bump.

This didn't help. I think it has something to do with the phone's permissions. The only thing I can download at the moment are apps, and only from the play store.
Oh, and another thing. When I plug my phone into my computer, I can't copy to or from my phone. Another reason why it seems like a permissions issue.

You probably don't had usb debugging enabled if you can't transfer files from your debugger. Go to settings, more, about device and tap the build memory 7 times. That'll enable developer options, go in there and enable usb debugging.
For apps other than the play store go to security and enable unknown sources.

Since when do you have to have USB debugging on to copy simple files like songs and ringtones? I've never once heard of this. But even if this is true, my USB Debugging is on, so it shouldn't matter.
Oh, and I edited my initial post. Added more detail.
I followed the instruction from:
https://newcircle.com/s/post/1321/force_an_ota_update_on_your_android_nexus_device
EDIT(Just in case the link is down):
Anything that you do is at your own risk:
1. Put your device into air-plane mode (i.e. disable all connectivity options)
2. Go to Settings -> Apps -> All (tab) -> Google Services Framework (Click on the menu button and select show system app)
3. Click on Clear cache (if enabled)
4. Click on Clear data (and OK the warning)
5. Click on Force stop (and OK the warning)
6. Disable air-plane mode (e.g. enable WiFI)
7. Check that you have access to the network
8. Wait (usually no more than a couple of minutes)
9. Optionally, go back to Settings -> About Phone/Tablet -> System Updates -> Check now
10. Restart your device after couple of minutes
You should get a prompt to apply the new update (assuming there is one available for your device)
then I restart my phone after couple of minutes and the 6.0.1 OTA shows up.
I am not sure if it will work for everyone but give it a try.
I believe this method is depreciated as it causes issues with your device showing up multiple times on your google account, and can cause other issues. I can confirm I've used this before with older devices and it did work for me however.

Right! I have used this method couple of years ago, but looks like there could be more issues using it.

I read this statement a while ago: http://www.androidpolice.com/2013/1...to-never-clear-google-service-framework-data/
Or your could adb sideload the update file. You do not need to be rooted or unlocked to do this. I have done it with (2) Nexus 5X's so far. Much safer than the previously mentioned method.
This method no longer works unfortunately.
Confirmed.Doesn't work.I just tested it on my device.

If you're getting the error 0, you could try repairing your partition permissions. Flash the SD card permissions script zip (in TWRP) from this page https://forum.xda-developers.com/showthread.php?t=2239421 direct link https://forum.xda-developers.com/attachment.php?attachmentid=4459553&d=1522203619
I had a similar issue trying to update or install apps on the rooted stock ROM, which this script appears to fix. However, back up your data before flashing this as always.
