Where can I download the latest bootloader and how do I install it?
You can not install a boot loader. It's not possible because the boot loader is already on the phone. You mean custom recovery. Here's the link.

Not only he's wrong, I'm talking about a tablet. I think I've figured it out.
I can't figure it out, when I enter the command in the CMD, it tells me "waiting for device."
Finally got it to work.

thanks for your reply, i can get into recovery, and i reflash recovery using nexus 4 toolkits too. but when i go into recovery it still "couldn't open directory" , anything wrong of it?
I have used the info from the site below in the past. It was written for the nexus 7, so make sure that you grab and flash the nexus 4 files instead of the nexus 7 files.
Like I said, this has worked for me but use at your own risk. This will completely wipe out the phone and return you to stock.

Why go so far away to return to stock, we have some great guides here? Check efrant's guide in the link in my signature.
Hi, I just upgraded my nexus 7 to android 4.3 and then I have unlocked the bootloader with a tool for Ubuntu users. Then, I install a recovery, and then I root it but it doesn't work. So I decided to downgrade to 4.2.2 with the tool with "flash Google factory image" but an error occurred and the nexus doesn't boot
I can just go in the bootloader, I have the bootloader unlocked, but no recovery, and no root.
Here is my question : how can I install for example cyanogen 10.1.2 but blocked in the bootloader ?
Don't forget that I have just Ubuntu.
Thanks.

I don't know if I'm hearing you right... But you can't have a locked bootloader and a custom recovery and have CM.

If your bootloader is corrupted you can't boot anything. You're going to have to find a way to get your bootloader flashed. I don't know much about this but on my S3 I used Odin.

If you read the app info on play store it says it won't work on 4.3 but they are trying to find a fix.

Ok so we just have to sit tight correct?
Sent From My Rooted G3
I would sit tight and let the app developers try and straighten things out. I updated my nexus4 to 4.3 but will wait awhile before doing my n7. I'm sure it won't be long!

Ok need a little help trying the root kit but for some reason I keep getting adb can't connect
Sent From My Rooted G3
Only thing I can suggest is make sure you have USB debugging enabled and make sure you have the correct drivers installed. It's probably best to ask in the thread of the toolkit you're using, I haven't tried many toolkits but wugs has a pretty good walk thru for driver installation http://forum.xda-developers.com/showthread.php?t=1766475

I followed the instructions in the thread below for 'Already updated to 4.3 and have an OTA notificaion? (JWR66Y from JWR66V)'.
I unrooted, flashed the update zip in recovery and immediately after flashed the superuser zip and all was fine.

Boot into recovery and flash Chainfire's SuperSU package. After that you are rooted.

i was using my mac and nexus10root app and running 4.3 stock (never rooted before)

on the bootloader screen...
Lock State: unlocked
Reboot Flag Mode: none
then it says when i push enter on mac, on the rooting programme.
fast boot status: OKAYoem unlocked already
Ok. So you're bootloader is unlocked.. Maybe you can try using wugs toolkit to root it.

yeh when it restarts, i have the open padlock at the bottom but as i say it just loads up as normal, doesnt start like a factory reset would with me punching in details and signing up etc
then when i try to enter the root it comes up with this in terminal
Pushing CWM-SuperSU-v0.98.zip...
* daemon not running. starting it now *
* daemon started successfully *
error: device offline
error: device offline
does wugtoolkit work with macs?
really appreciate your help, i rooted my s3 in minutes this is taking me much longer!!
Yeah I think it does (I don't use mac).. I had an s3 too and yeah it was easy.. But seems wugs website is down so you won't be able to get it. The toolkit does it easily.. Maybe chainfire's rooting method may work too.. Let me see if I can find it..

Hello wonderful XDA Peoples. I am planning on returning my Nexus 4 in the near future as part of T-Mobile Jump. I'm currently on a stock ROM; but unlocked with CWM recovery installed.
To return to stock, would I need to fastboot the entire stalk image (via flash all.bat) or would I just need to flash the stock recovery image, then relock the boot loader? Thanks guys! Keep up the absolutely spectacular work.

You could just flash the recovery.img and then re-lock it
