No there isn't. As of now, only Samsung devices have ROM's with multi-windiw due to the fact that it's a feature in some if Samsung's official ROM's.

Multi window feature for AOSP ROMS was cancelled due to heat from Google, I think it was called cornerstone, probably never getting that feature
Damn that sucks...I just saw the GalaxyMod Rom and its a cool feature.

The TouchWiz launcher is available in a few roms if you search, one that I can remember off the top of my head is the JellyBam rom. Multi view however is a no no.
Focusing on the camera a lot but whatever. I like the UI.

I'm sure if you find a way to port all the touchwhiz framework then it could be done. I know things similar to that have been done, for example I remember about a year and a half ago the sony xperia framework was ported to aosp, installable as a flashable zip. This enabled absolutely every proprietary xperia app/feature, like the xperia exclusive games, bravia engine, etc. on any phone running aosp-based firmware
Hmm....i think that would not be possible. Because N4 doesn't have that sensor.
But maybe i am wrong....

The S4 uses the front facing camera to detect eyes from my understanding. So it may be possible with the newest touchwiz framework.

It's a cool feature but I see it useless in some cases .. But maybe there is something who can make your dream come true

I just bought nexus device. My old phone was s3 mini and since I used cyanogenmod whole time I'm asking which ROM based on stock Android is best for it.
Guessing that we have official releases of all Roms because this phone is just awesome it will be harder to choose

Actually Nexus 4 doesn't have more ROMs than Galaxy S3 for instance. Most developers moved to Nexus 5
Haven't tried all of them, but they are all mostly similar in terms of performance, it's the customization that is different in each ROM.
I'm on PA 4+ because it's the closest thing in terms of Stability to STOCK rom
There is no "best" ROM out there. All have there ups and downs. Threads like these are no allowed on XDA
