It's manufacturer specific. I don't have that menu in my xperia mini.

I'm thinking if it is possible for it to work at the above the application level and translate the scrolling data to spoof a normal scroll.

Not impossible, just nobody's done it.
Difficult. It's part of the sense framework, which no one has been able/bothered to port.

no, its not customizable but can always flash custom roms that allow you to do that

False, you should be able to do it on stock rom as well. Check out Xposed framework and a module called Gravitybox. (Root needed)

Hey,
I use the power toggles app with stock Rom. Let's u pick the settings like dis-/en-abling of the auto rotating in to notification bar. Great app.

Quick Settings is easy enough for me. Enable task bar (without logo) for quick access.

I don't mean air command, I mean the floating window stuff...
When I press the back or menu button it lights up but looks weird (see attached picture).
I bought it second hand but they seller didn't show this.
Any help would be appreciated.

Download samsung phone info from market it might help, also grab cpu-z and post some screen shots. Remove any imei.

Ok yours looks genuine to me...
Being 2nd hand maybe screen got broken and replaced and that's why the patterns look damaged.
