Me too (Win 7 64bit Pro) crashes like yours. Tried to run it from Windows, from Command as Admin, from device and just crashes for me.

The carrier wallpapers are in "D:\PROGRAMS\CommonFiles\Wallpapers". These are in jpg format.

The oem xaps are in "D:\PROGRAMS\CommonFiles\Xaps". You can put them there, but you may need to write also a provxml file for that directory: D:\PROGRAMS\CommonFiles\Provisioning\OEM.
If you would change or modify the about page in settings or some settings which oems and provider can modify you can do this in that file: D:\Windows\Packages\RegistryFiles\OEMSettings.reg. like enable Displaytimeout = Never.
But the main problem is that we actually don't know, how to convert the vhd file back to a ffu file. Unless we aren't able to manage that, this stuff isn't helpful..

Problem solved to flashing in 64 bit computers.

I have a tutorial on dual booting Windows 7 and Vista, to solve the problem with flashing in 64 bit. I will also put pictures. (THIS ALSO WORKS FOR 32 BIT! JUST DOWNLOAD THE 32 BIT VERSION!)
Step UNO: Shrink your hard drive. (I recommend giving Windows 7 at least 30 GB of space, if possible) Right click Computer, and select Manage.
On the side, click disk management. Right click the disk 0 (In my case its disk 0) and click Shrink Volume. It should be the one wish the most space. Usually C:\ Drive. Shrink it as much as you want. I do recommend giving more than 7 Gigabytes, as the OS itself is 7 Gigabytes. When your done shrinking it, right click the Unallocated space, and click create new volume. From there, you assign a drive letter to it, and name it what you like. You can quick format it, since its empty anyways. (For beginners, you format it in NTFS format)
After your done, it should look something like this. (Mines named C:\ Windows 7)

Step DOS: Download Windows 7! Go here and download the 64 bit version, (Or 32 bit if your processor is 32 bit) and also write down the key given!
Step TRES: Burn it to a DVD! Get imgBurn, or you can burn it with Nero or Roxio, or any burner that burns .iso files.
Step QUATRO: Put in the DVD and restart the computer, and boot off the DVD, and it will load files. After, it will welcome you to Windows 7. Then you will have the option of doing a custom install. Click it. Then click the partition you created earlier. Then click next. and let it work its magic. It should not take more than 45 minutes.
Step CINCO: After you install, you just put in all your info and such, and your ready! Then you plug in your Windows Mobile phone, and it will automatically download WMDC. (GUYS PLEASE, DO LET WINDOWS 7 AUTOMATIC UPDATES OCCUR! THEY REALLY HELP!)
Step SEIS: Enjoy your speedy computer! And get 7 when it comes out!

A 64 bit OS has never prevented me nor anyone else I know from flashing our phones.

Actually, certain people have a problem flashing on 64 bit computers.
My title is correct. Some 64 bit computers do not flash, as my brother had that exact error, but I also have 64 bit and I had no problems.
I'm sure they'll be some people who will testify.
How does this help with anything? This is just the instructions on how to install Windows... If someone on here doesn't know how to install an OS on their computer then...

Wrong forum and if anyone has problems flashing in x64, they need to update windows mobile device center. Nothing more.
i never got problems with flashing roms on 64-Bit system! Vista makes no problems, win 7 no flash tested, yet!

However with a couple simple registry edits you are able to have access again to the file system on your Windows Phone 7 , just like an USB drive.
As mentioned above it takes just a few steps in the Registry of your computer to make your Windows Phone device visible as one of the drives in “My Computer” If you are not familiar with the Registry Editor I will warn you that caution is needed and you might not want to try this.
Steps to activate the USB mode of your Windows Phone 7 device.
•Open Windows Registry Editor by typing regedit in your start menu
•Go to HKEY_LOCAL_MACHINESYSTEM
•Then go to HKEY_LOCAL_MACHINESYSTEMCurrentControlSetEnumUSB (and not the other ControlSet01 or 02 if you have them) and then search for ZuneDriver using the Edit-> Find in the top menu bar

I find this mbr file too but I don't know how to open it .
don't need to extract VHD file again whole vhd is a image file and you can open that via Windows Explorer

the most interesting one is the file manager appx files .
another interesting thing in the wp sdk is there is no Store right now in the emulator !!!!!!!!!!!!!!

yes i tried but surely didn't work
in new wp8.1 sdk there is a dll file i think it name was appxdeployer.dll you can find it after appverify.exe
this file deploy appx files
if you try you can't install appx files on whole sdk 8.1 and it returns an error that you have to developer unlock your device first or something like that .

Tell me did you first try to unregister your phone and then again register it but now with the new register tool?
And is there any chance that we can somehow recompile this appx into xap file keeping it`s permissions?

i didn't unregister my phone.
as i said appxdeployer dll is not in GDR3 so you can't deploy appx anyhow
for decompile and recompile to xap
you can check winmd codes using .Net reflector 8.0
and for rebuild files in xap format *maybe* yes.
we can use winmd files in wp8 so adding a winmd to vs may work
we know there's a lot of hidden things in wp8.1 sdk
some of them:
action center / background / phone dialler / kate voice assistant / new store and ....

these work for mounting images you cant mount the vhds and mbrs with osfmount by osforensics or diskintenerals ntfs reader or linux reader..

3. Connect Your windows Phone...Make sure lock Screen is open.
4. Connect...
5. Now select your xap and deploy or update.
Enjoy!!!
I don't think that will work (correct me if I'm wrong). Windows Phone Power Tools use CoreCon API - COM classes that come with Windows Phone SDK. Furthermore, it also references SmartDevice DLLs, which also come only with Windows Phone SDK.

[TOOL] AppDeploy 8.1 all capabilities

After few tries, I've fixed application deployer from SDK 8.1 to sideload xaps with all "restricted" capabilities in the manifest
(he-he, just curious why nobody did it before?)
1) Backup original deployer "AppDeploy.exe" and "Microsoft.Phone.Tools.Deploy.dll" from "C:\Program Files (x86)\Microsoft SDKs\Windows Phone\v8.1\Tools\AppDeploy" first!
2) Unpack attachment and replace files.
3) Enjoy!
I've tested modified deployer on WPTweaker and WPH Tweak apps, works perfectly.
Cons: I was lazy to add original localization so modified deployer has only English lang.
P.S. Of course to be able sideload apps with "restricted" capabilities your handset must be interop-unlocked

Maybe you can give instructions how to add other localizations. I would like to add german localization for myself.
sorry does not work for the : WebAccess_0_5_6_AllCapabilities.xap
@megasounds, do you have a handset with all capabilities unlocked? You may compare error message from the original 8.1 deployer and modified, messages are different. In case of modified deployer, the error message came directly from phone or (maybe, I'm not sure) from Microsoft.SmartDevice.Connectivity namespace.

Kinda strange 'cause I've tested on my xap downloaded from xda thread (for the test purity).
P.S. BTW, could you try to sideload other "interop-only" apps? (except @GoodDayToDie's WebAccess_AllCapabilities - I don't know how to sideload that app to the handset with "usual interop", not a "sammy" with the custom bits)
Can the coveted tetra lock screen app 1.2.0.0 finally be deployed? I'm currently on winmo 10 and can't test lol

That's about half my fault and half Microsoft's; the AllCapabilities version of the webserver includes *all* the capabilities that were usable by a third-party app in 8.0 (even if they aren't necessarily used for anything). Microosft removed some of those in 8.1. This results in trying to install an app that requires capabilities which the OS doesn't even understand.
Workaround is to remove capabilities from the app's manifest until it installs. Alternatively, use the normal-caps version (or another registry browser) to see all the available capabilities - they're under HKLM\SOFTWARE\Microsoft\SecurityManager\Capabilities) - and remove the ones in the app's manifest that aren't supported.
I'm really sorry for not updating the app in so bloody long. I got stuck on some really huge set of changes for it that aren't working right yet, and then I got swept up in another project altogether, and that + life generally being busy (travel, girlfriend, day job, you know the drill) has meant I've been neglecting that app. I need to switch back to the stable branch, fix the capabilities, and release a trivial update. I'll try to do that as soon as possible (but my dev PC is temporarily dead, so I'll need to use my laptop, and I've got plans with friends tonight... again, you get the idea). Sorry again.
I've changed slightly AppDeploy (forgot to add app icon in the initial post ); also added decompiled sources (in case someone want to improve/add own localization - but my 2¢ - don't waste you time )
Removed ID_CAP_SOUND_CONTROL in "WMAppManifest.xml"
Added "WindowsPhoneReservedAppInfo.xml"

today I am not able to sideload and debug any apps . and I can't remember where were my backed up files

I am working on a new app when app has an error in mainfest or etc. it tells the error but It can't find module to install xap / appx or any other type of apps
