Yes, just set different defaults.
Launchers are simply apps. If you can have individual apps for each user, then you should definitely be able to have different launchers for each user.

If you root your phone you can remove bloatware like Sprint nav, Sprint tv, Sprint zone, some of the HTC things like news stocks I mean you can do a whole lot once rooted

Alright well I just rooted my phone, do you suggest any apps to control the start ups?
Startup cleaner 2.0 looks well..but there aren't many apps that delay starting..so if you want to look into it go ahead but the difference wouldn't be enormous

I only have 500mb.. And it already took up 38 MB after about 10 days. I'm not using Mobile Hotspots or anything like that.

FB uses a bunch of data just downloading pictures.
The OS itself. Anything the OS has to do with data.

But shouldn't widgets be shown as the app the widget comes from?

Are all launchers and themes for rooted devices only?
I believe you can use them without root, you may be missing some features though

You don't need root to switch launcher. Just install a launcher, and press the home-button. You'll get a popup-question that asks which launcher to use, choose the one you want, and select the "Use always" option.
It's resetable of course.
But often you'll get more options with root.

It needs to be implemented by the relevant developers as it's not a standard android feature

So probably won't happen.

I'm thinking if it is possible for it to work at the above the application level and translate the scrolling data to spoof a normal scroll.
Probably possible to do by some talented folks out there?

Are you talking about each tab hosting a different activity/fragment? then yes, it works.
If not, explain.
