Question about ram.

I thought the nexus 4 had 2 gb ram. When I go to running processes it shows 1.4 gb of ram.

If you bought the 32GB version you will have 24 GB left
and on 16GB I think you will have 8GB left

Repartition ROM storage size?

Is it possible yet to free up more storage space yet? Im using blackbox and it's only 600mb, so where's the other 5gb of storage going?

With GT-I9505, nope. There is no way.
But GT-I9500 users can do that.

For I9500, it works great.
Now I have 11.8 GB free instead of 8.8 GB.
