Read this thread. It explains the difference very well.
http://forum.xda-developers.com/showthread.php?t=1219612
Edit: saw that nerdo posted this thread already. What exactly don't you understand? It seems very clear that Original Development is original while Android Development is tweaks or modifications to someone else's work.

That URL is perfect for this. Explains it exactly the way I've seen everyone else explain it. Clears it up as much as any other post I've seen for this silly separation.
BTW, look at your URL

Link leads nowhere. I would also like to know the answer to the OP's question.
Here's an explanation from the Galaxy S II forums, where we first implemented this idea

Original development is for unedited builds kinda like "base ROMs"
Sent from my Nexus 7 using xda app-developers app
Hey folks, when I was on the T989 GSII there was a group of awesome developers called All Star Developers that did a couple compilation ROMS meaning (CM, PA, AOKP) I looked through the development threads and didn't see anything quite like it. At least not anything that specifically states it's a compilation ROM. Am I missing anything? Or do we just kinda lack that style of ROM on the Nexus 4? If indeed we do have, what would you consider to be the most stable one?

Keep looking. It's in Android development.

Ok. So they're not in original development... Who's the developer? Are those relatively stable here on the Nexus 4?

With all due respect, you should go to the development section, find the ROM you're interested it, and start reading, rather than relying on someone explaining it all to you. All the info is there.

Yeah its stable like everything else on this phone and I have used PACman ROMs they are great and I think they are only in android development that's because the dev didn't create all three ROMs

Of course it won't be original. It's all based off other dev's work.

I guess that's true. I'm just looking for opinions (reviews) from people who may have used them and have some experience with the ones available. Just a general question for the "General" thread.

That's probably the best explanation of the difference between these two threads. Thanks I'll remember that from now on.

OK apps section doesn't really make sense, themes I guess works.
Sorry mods, feel free to close.
Edit: oh its themes and apps.

Just a quick question.
I was under the impression that the two development sections were in place to keep original development (the dev actually created it) and kang development (a collage of others work) separate. Am I incorrect? I only ask because as I look in the Original dev section I see lots of ROMs that are just other people work duct taped together... I don't want to see this stuff, and that's why I stay out of the other dev section..
Am I wrong with my assumption? Is this not enforced by the forum mods?

To be honest I have no idea why are there 2 development forums outside this section.

You have to go and post at the other nexus 4 section for q&a. This section is strictly for development of Roms, kernels, etc.
