how do i install (activate) the icons from a theme (the fallout theme) i am just not allowed to do this....

I just wanted to know if this rom has an ASOP theme. From the images it looks like it, but i cant seem to find it. The only download links are for the stock theme.
Can anyone please clarify my confusion?
