I picked up a Note a couple of days ago, and I've noticed that graphical transitions are slow, almost jerky.
Good examples are when launching the multitasking interface, opening folders in Apex Launcher (everything is the same with the stock launcher, too) and turning the screen off. When turning the screen off, it fades out slowly and in stages rather than smoothly. This may be normal, but if not it's a good example of how bad the animations are.
The phone came wiped, but is there anything I can clear that may have been missed by the original owner and needs clearing down?
Or is this just normal?

go to settings > developer options and select force GPU Rendering, Also go to (in the same menu) Window / Transition animation scale and set them to 0.5 - 1.0 on both.
Wich android version do you have?

I find on the rom that the menus seem to lag when scrolling they dont appear to be very smooth is there any fix for this or is it something that needs to be worked on.
I had a lag in the menu. It is now pretty much gone as I have disabled the window animations in spare parts. So no lag, but also no animation. My CPU settings are the performance governer and 176 / 691

I get the lag to. It think it will get sorted.
I installed the rom and a few days later it started to lag on the menu. I tried optimizing to no aval.
I went back to 2.2 but 2.3 is so much better i re flashed the rom and it been so fast for a couple of days and now it's lagging again.
Launcher pro kept crashing to. Using go launcher which i think is better anyway and free.
Still is a great rom and sure it will be sorted soon.

I had this too. In CM settings / performance settings I ticked 'lock home in memory'. Definitely improves lag when resuming from screen off. Still a bit when navigating around but i'm running launcher pro with animations between 7 screens packed with live widgets, so the hero is forgiven!

What's the difference between Window Animation scale and Transition animation scale? I set the window animation scale to 5 to see what's the difference but I cannot really tell?
Window is how fast the popups for things like as a example notification choosing, transition is going from menu to menu(with animations turned on)
1x is normal speed, 0.5 is twice as fast and 10 is 10 times as slow

When setting the value lower (number wise) the animations are done faster, such as windows coming in and out of view etc (doesn't effect scrolling) I think home scrolling is effected though
When setting the value higher (number wise) the animations are presented alot slower, I set the value to 5 that you were using, from the Default (1), and all the animations were HELL! slow haha! Painful to use, felt boggy
Transition Animation numbers effect when windows come in and out of view such as opening settings, applications etc
The window animation is the windows "inside windows" that come in and out of view, such as if you set window animation to 10, and then go to the home page and press your settings button so it displays "Add, Wallpapers, Search, Widgets" etc, it opens hell slow
As well as if the value of Window Animation Scale is 10, when you get out of everything and go back into it to change it to 1 (Default) again, the window that opens that shows x.5 | x1 | x1.5 | 2 | 2.5 etc opens heaps slowly!

How can i enable back the animations?
I played a little with all the options (x1, x0.5, x10 etc) just to see the differences. Then I selected the first option ("none"/"off") for Windows animation scale and Transition animation scale and then these 2 options became inactive. I cannot enable them back. I have an HTC One V.
Please advice.

me too, using htc one v, i can't turn it back on though have reset it to factory default both from the power button and volume down while booting, or from the storage factory data reset setting.
i contacted HTC support but they simulated my problems and still be able to turn the windows animation scale and transition scale back on after being switched off.
Guys I felt the phone was buttery smooth, but on certain occasions I.e. lock screen ripple transition into opening your home screen and toggling between messages in the messaging app, the transition would s stutter just a tiny bit. Problem is solved if you go into:1. Settings-> developer options-> and Window animation scale and Transition Animation scale -> change both of those to .5xThe phone now runs like the beast it was born to be. I know most of you already know of this, and it's been posted on numerous other threads or articles, but it makes such a big difference on this device that I thought it deserves a special topic.
Activate developer options and enable "Force GPU rendering". I frequently noticed stuttering on the stock launcher and it really bothered me that a high end tablet like this would have such issues. So I thought of this old tip and enabled it. And wow, it really makes a huge difference. The launcher is butter smooth now, even with a live wallpaper. And the rest of the other animations feel much better now.
For an even more "responsive" feeling I recommend switching all the animation scales at 0.5
They are found on the same menu, developer settings.
You don't need root for this, to enable the menu just go into settings > about tablet and tap 5 times or more on "build number". The system will notify you that you have become a developer, now go back to settings and you will find "developer settings".
BTW if you change the animation scales you will need to reboot once for the full effect.

Quick question though, when you change the animation scales, should I also change Animator duration scale to 0.5x? Or just Window & Transition animation scale?
Lastly, does this also improve frame rates on games?

There are 3 animation scales that you can all set at 0.5
It won't improve gaming performance, it will just force 2d animations to be proccesed by the GPU instead of the CPU.
It's been such a long story problem with the animations in Samsung skins.. had the same problem with s8.. from time to time they stutter...the appdrawer opening and closing...reopening the internet application. Etc...any idea how to fix this? P.s. I don't like the way it looks without animations at all...and reduce animations from settings helps just partially. Please help me with any ideas

Wipe cache maybe.
Seemed the same for me until I realized that the default power mode was set to "optimized". As soon as I changed it to "Performance", the lag went away. No noticeable change in battery usage.

I did. I am not a noob or something. But it didn't work. Its smooth but I am very pretentious.

Trying it right now...but still can see some drops. I am using it on WQHD...if I go to 720p the lag is gone for real...but why to have an excellent phone that I played 1000 for it and have a 720p screen...

For me. the following 2 steps saved me from occasionally laggy transition animations.
1. setting → battery → disable adaptive power saving
2. special access → optimise battery usage → untake for the app "One UI Home"

For me...nothing has worked 100%...from time to time animations are stuttering...
Just received an one ui update through galaxy apps. Now with the reduce animation turned on the recent menu it goes normal! I wasn't liking the reduce animations because of the recent menu going one by one when scrolling... now it is perfect. The phone is soooooo smoooothhhh and perfect with reduce animations on. PERFECT
