no, you can run cwm without root. go to your bootloader and use fastboot to flash the recovery image to the nexus 7 and then just the bootloader to go to the recovery image. also i am sure there will be someone along in a bit to tell you that you posted in the wrong section. while i really don't care, others do and you are likely not to get much help unless you move your question to the Q&A section. Just a friendly tip.

when I got my N7, i unlocked the bootloader, flashed cwm, then installed a custom rom that had root access already. I didn't gain root until after I already had CWM running on my N7.

I don't think u can flash cwm without unlocking the bootloader first. but yes, u can have cwm and not root, some actually had this problem lol

Flash the original Rom via cwm or use odin... Then relock the bootloader. Just type OEM lock..

yes, stock roms are packed as zips by "wanam". lok over there in the development section, download it and flash via cwm

Is there a ROM I can download where EVERYTHING is working and included, such as smart stay, motion ect?
Has to be able to install with CWM.

You can install stock roms in their tar form using mobile odin. It's by chain fire and there's a free version on xda

Clockworkmod for RAZR M

Do we have access to Clockworkmod? I found a couple of websites that say we do, but I'm skeptical. I've used Safestrap for my moto devices, and Clockworkmod for the first time with my N7 and love it. One Android site posted an article that the HDs had it. Here's another article.

I believe you can access TWRP and CWM, but its only for the developer edition.
Retail can get into Safestrap without a problem.

I currently use Safestrap on my M. I've grown to like CWM more now. I'm using the retail version too. I would love to jump over to CWM though.

For that, the developers need to create an exploit to unlock retail version bootloaders, if not that cant be done.

Do I need to unlock the boot loader on the s4 to be able to install a custom recovery? Can I just install cwm from the the playstore and flash from the app? My s4 is rooted?

Bootloader is locked. Use Loki from the Original Development section to install a custom recovery.
Also use the search funcution on these forums, please. This is a very common question.
Search and read. Everything you've asked has already been answered.

DONT DO ANYTHING right now. READ, READ, READ, READ, READ. Next week when you have READ every post in development and original development about bootloader, loki, recovery, and kernels then and only then you should proceed. After you READ feel free to ask questions on things you don't understand.
It is easy to tell when some one has read and does not understand vs when some one is to lazy to even read.

Easiest way ive found to add a custom recovery is through the goo.im app. Cant get any easier then that

Thank you for your words of wisdom. It's always great to get such positive feed back. I have rooted and rom'ed a whole bunch of phones and unlocked boot loaders etc. I'm just a little nervous to do it to my brand new phone and I was just looking for a little guidance. Im glad that you took the time to rip me apart for making one post instead of pushing me in the right direction. It take more time to write a negative response than to just link me I guess. I will READ, READ, READ, and READ before I ever post again.

He is right though. Just because you have done it before on other devices does NLRB mean you know what your doing know this device. Each Android device you get will even some differently when it come to boot loaders, root and flashing roms. He is just trying to help save you from getting bricked and then being stuck with no warranty.

Please be more clear... If your are already on a custom recovery and want to change for ex currently on cwm and want to change it to twrp just flash the twrp zip and reboot, done. (Though not sure as I am still confused about your question)
You just flash a new recovery using fastboot, same as you did flashing the first custom recovery

This is why you shouldn't use a toolkit as then have no idea how to do anything yourself. Learn how to use fastboot/adb and you'll be a better person for it
