Help,
My Evo just got the 3.5.16 Play Store update and now it is broken. I am on CM7.2RC1 everything was fine before the updated. When trying to update or download an app it force closes. and cannot be opened again without a immediate force close. If I clear cache and date I can get it to open but it crashed again when downloading or updating anything.
I have tried re-flashing gapps, no luck, I restored an older version with TB and it works fine but then it get updated to 3.5.16 again and I am back in the same place.
Any ideas?

I dont remember when it started, but I put my phone back to stock. Went in and re downloaded all the apps I had before. Now when I try to download from the maket I always get force close when I click on the app. I have cleared the cache from the market, but when I try to download I get a force close. I know it worked before because I was able to download all my apps I had prior to going back to stock.

Try clearing market data. (I know that sucks but it worked for me). It will eventually fix itself if you reboot I think as well. I suggest rebooting first...
Well I just reverted to a backup I had right after I had gotten all contacts and such. Now the market works.
I tried installing Blackout Play Store which is a themed app. I backed up Play Store uninstalled it and flashed the Blackout one. It worked for a while then started crashing every time I tried to download anything. (mind you I also installed Blackout hangouts, calendar, gmail, dropbox and all work fine only the Play Store crapped out) I then uninstalled and restored from backup but now it keeps crashing all the time. I cannot even open it without getting "Unfortunately, Google Play Store has stopped working." and I get that sometimes even if I'm not using/opening it. I tried disabling, reinstalling, reflashing, disabling/enabling, clearing data/cache of both store and services and also updating.
I would like not to reflash my ROM so is there a way of fixing it without having to do that?

Dirty install your rom. It shall fix everything relating to play store.
Then you can flash your blackout themed apps.

I've tried everything I can think of to fix this issue (aside from factory reset, saving that as a last resort). I re-installed the Play Store, both modded and original versions. Cleared the Data and Cache after force stopping multiple times. I've cleared the Dalvik Cache and the Cache in recovery. Still nothing, tried using the Modded Play Store Installer to install a very old version of the play store, it won't even open.
Any help is much appreciated.
Update: While writing this post, Play Store 5.0.37 was released, and I installed it, the problem is still occurring. I'm pretty sure it's not a problem with the Play Store itself but another app acting upon it.

Downloading Play Store Modded is useless to me cause it can only do a few things before
I downloaded before and also same as you
So u need to use odin and flash stock ur phone to go back to normal play store version

Dude did you set your time into internet time if it wasnt set it to internet time cuz thats the problem or if you had root access then download root explorer and then find etc and find host then hold the host file and delete all the text there and put 127.0.0.1 localhost then save the changes and look at it and it just like your changing build .prop but your changing a host so follow it
I think the problem isn't from the play store because all the google apps are not working .
But did you used freedom or lucky patcher to mod the play store ??
If yes so i think if you had a backup the problem is solved if no so you need to make a software to your phone
Anyone having issues with updates in Google play store? It shows the data is downloaded but does not install. I have cleared app cache and phone cache. If I let it run for awhile it eventually downloads and installs. Any ideas?

I had this happen too. Though I never got a solid resolution other than a reboot.
Sometimes closing Play Store from Recents after it finishes the download part and opening it again will activate the install. If simply closing from Recents doesn't work, force stop Play Store and open it again. That will most likely start the install.
Almost every day I need to clear cache and data in the play store app in order to get apps and updates to download. Sometimes, such as now, even multiple clears of data does not fix the issue.
Can someone please recommend some kind of a fix or workaround? It's incredibly frustrating. I am on 9.0.12 rooted.
Have you tried updating to latest play store from apkmirror? Might solve the issue.

I guess I haven't tried that. It's been going on for quite a long time. I did manually update Google Play Services though. I will try the Play Store.
No luck installing Another play store either.
After restarting the phone the apps needing update started installing. Didn't clear data this time. Very strange.
I just noticed I was having this issue today. I turned off WiFi and the updates started. I'm trying to figure out why.
Edit: It seems to have resolved itself without me doing anything.
This issue is still going on, even after the Play Store updated to the newest version. I have tried everything at this point. Next step is to set the phone on fire I guess.
I have the exact same issue.
Check your Installed tab. I bet there is an app pending for download but not showing under Update tab. Stop it by clicking the cross icon beside it. All apps under Update tab will start downloading and installing.

I'm having the same issue. I did a clean install, and I was able to install all apps without issue.
A few hours later, couldn't download new apps. They would be stuck on "downloading".
If I reboot, one app will install, but all others won't. I have to reboot again, and another will download.
Have tried all the usual tricks (play store /services cache and data, download manager), but nothing seems to work.
I'm on 9.0.14. it happens with stock or custom kernels, over 4g or wifi.
EDIT: sometimes an app will start to download and get stuck at x KB or MB. Again only a reboot will solve it.
It happens to me not when I flash the international rom but when I root any firmware. I have the T-Mobile version and it works very fast but after I root it I get the pending when downloading anything from the play store.
