you can get a the english stock ROM from the htc upgrading forums.
as for portuguese , you might need a language pack.

Choose one of the roms in this section: http://forum.xda-developers.com/forumdisplay.php?f=374, they are all english WWE and flash it to your device.
some of it are english.
and there are german roms at the back, but they will write that its in german.

for English can work as a whole on the device, then you should reflashing with rom english(WWE) !
