usb debugging is enabled by default at the stock rom - no option to turn it on/off
It is always on, so you should not have to worry about turning it on and off for adb

I was wondering if you could get a USB flashdrive working on kindle fire? like a SDcard almost?
Even if it means that I have to install a higher level android... currently I am running Cyanogenmod 7.
we need host enabled in the kernal. and a specific adapter once its enabled.

Hi all,
Can I connect my pendrives and hdd to my GT-P1000 device using usn connection kit or so?
I have read that to connect external drive to our tab. We require tab to avt as host device instead of slave. How can I do that any idea?

by default i don't think you can do it. You will need custom kernel. Check the development thread for custom kernel. I use hyperdroid ROM with its custom kernel. Enter is a link to the kernel on its thread. Maybe that can help.
Otherwise check the cyanogen ics ROM. They may have something up their sleeve.

If you have ADB debugging enabled on the device than you can follow this guide found here
If debugging isn't enabled, then that guide won't work.
try to flash it with a custom rom if it is rooted and cwm installed . here is the stock rom link http://www.domosupport.com/download.php. for custom google it

If you can find "Mount USB storage" in the storage menu, then you can use it easily with the OTG cable, but if you cant find it,then you must integrate OTG drivers in the kernel to use it.

i rooted and changed permission on the /system/ folder to 644, and i my phone doesnt get to boot past the boot logo, and automatically boots into recovery any help ?
I noticed that my phone shuts down every 15 minutes when i am not using it so i wanted to know if this is a sleep or deep sleep or it is the firmwate problem? And if it was a sleep i want to know how to turn it off.

You have not said what rom or kernel you are using
You also haven't said if you are using any mods like link2sd etc
You haven't provided any adb logcat of the restart
It would therefore be impossible for anyone to offer any support
I am on stock rom, stock kernel,no mods,and the phone SHUTS DOWN and dont restart.

Without a logcat all I can say is reflash stock rom via odin - if it still does it check your power button isn't getting stuck
It could be a million different reasons - without proper logs you will never know

you can flash the original stock rom or go to repair center and change power button, maybe it's the battery
try to flash a new firmware via odin op
