I don't think you can install the app but i believe you can instal the widgets available there. Correct me if i'm wrong

Dolby mobile APK, I don't have Dolby mobile on the custom ROM I downloaded. I would like APK for Dolby so than I have it with my music.

Sense 2.1 on HTC desire

No.
Only if HTC relise official update for desire but that not gonna happend!

nope. Android 2.3 developer preview is the last update for the desire.
the only way to get sense 2.1 is through s-off, root and then flash a custom rom.
