Thanks for the quick instructions. Just to make it a little easier for German users here the same thing with a German Menu

Alternative way would be to
start Gallery app
navigate to the picture you want
tap it to enlarge
tap Menu button
pick 'set as lockscreen wallpaper'.
Just don't choose a black lock screen wallpaper; chances are, it will display with banding

I looked at the Microsoft website for help, but it gave instructions that were not on my Exec....
this is what they wrote:

I haven't even got "Home Screen" under "settings" whats going on?
I want to change the font and colour on my Home screen...how do i do that?

'Home Screen' is on a Smartphone
'Today Screen' is on a PDA
= You're looking at the wrong instructions
The Picture & Videos application has a menu option to set a picture as your Today screen background. It's easy.

Colours and typefaces are really defined within the Theme (.tsk) that you choose.

A few have been posted here on this Universal forum. But you'll need to find VGA ones. Avoid those marked Extended for other devices - I've not found one that works, although I believe there is a registry hack that makes them somewhat more compaitible. Even those marked VGA may not correctly switch between portrait and landscape. Many are an "acquired" taste, so be prepared to experiment.
There are people that sell their Today Theme designs on Handango, etc., and some are quite nice. You'll also get some themes bundled with skins for PocketBreeze, WAB, and most of the other Today screen launchers.
It is posible to "roll-your-own". Microsoft did produce a Theme Generator some years ago, but I don't believe that handles the Universal's screen resolution or landscape. I did see a company selling a generator that handled VGA resolutions, but can't remember who, and seem to remember it was US$50 or more, so I gave it a miss.

For me is : Settings tab -> Personalize -> Lock screen Wallpaper -> "No" for default -> set whatever you want

Might I suggest you update your signature with your info for what ROM you are on etc, or at least state what ROM you are on before you post a ROM related question?

For me is Start/Settings/All settings/Today/in Appearance tab , check box Use this picture as background and Browse. It changes picture in main windows menu and also lock screen.

And I have one more query when I browsed the files for setting the background, it's not showing up all the images. In type drop down, it has "Picture Files" and what are the format it will support like (jpg,gif....).
Since I have more files in one of my folder and when I searched thru' this option nothing is showing.. any clue...?
is there anyway to make the start menu wallpaper different from the lockscreen wallpaper? by defauly they are both the same

Don't think you understand my question. I want my lockscreen wallpaper to be one picture and my start screen wallpaper to be another

Yes there is In Home tab of sense press Menu -> Home Wallpaper -> Animated Wallpaper and there press Albums in order to choose the wallpaper that you prefer. It doesn't have to be animated, choose any wallpaper you like. Hope i helped

really thanx for your help , but i forgot to say that i am using cookie home tab , and as you may know , it does not support animated wallpaper
How do I change it?...right now its set to the blurry one, I have the fallout theme and wanna change it to a fallout wallpaper.

no it doesnt
it has been way too long since i used WM6.5...but if i remember correctly, there are THREE wallpapers that can be set independently of one another:
1. the lock screen wallpaper (there are tools to set this but can also be manually set by placing a path to whatever wallpaper you want in some lock screen XML file)
2. the start menu wallpaper (same as your homescreen wallpaper when Sense is NOT running)...you can set this by going into Settings->Personal->Themes (i seriously don't remember the exact way to get to the theme settings)
3. this wallpaper takes effect when Sense is set as your homescreen. it can be set from within some menu of Sense itself.
i think you are asking about point 2 above...see if that helps!
