What tools and references do you all use to develop mods, apps, and custom rooms? I already know developers learn Java and use the eclipse development environment. I hear developers take the service.jar file and make changes to it, but what tools and references do I need to use?

Check out the Android sdk. Google it and there's tutorials made by Google for you.

Because you asked your question in entirely the wrong section.
There is a whole Q&A section specifically for asking questions and even if there weren't, the Dev section is absolutely the wrong place to do so.

Loving the QuickWindow feature of this phone, but disappointed by the small number of apps that support it and the limited functionality of it. The Galaxy S4 version allows for complete reading of incoming text messages as well as their dismissal. And also to visibility of who your missed calls are from too I think..
It would be great for Google Play Music to be supported also.
So I guess this is a request for development along those lines... Thanks!

don't let it get to you !! and thanks for your hard work am keeping an eye on things and watching development of the g2 as I have an n4 and a g2 its brand new and although i'm rooted and twrp ed I am a little reluctant to mess with it until I know it a little better
Found this in my file manager, been reading about it some but not getting any definite answers, from what I read this app is only on the N6, any developer's wanna throw there 2¢'s in? Anyone feel free to comment.

You are asking this question in a forum dedicated to a specific custom ROM. What kind of response do you honestly think you will get??? You would be better off checking in your device specific forum to see what roms are recommended for your device. This forum section covers the paranoid android rom which is supported on many different devices. There are fewer users of your device in this particular forum, versus a device specific one.
It's just logic.
