It is brand new in its box with all accessories that come with the XDA Exec. It is not simlocked. I have had it out of the box to test it and check with different sim cards to make sure it works and is not network locked.

In fact you'll probably get it faster ordering from Handtec in the UK than you would Newegg even unless you pay for overnight shipping. I'm in the US and both of my orders from Handtec were shipped and delivered the next day by FedEx.
