Hello, I have a CECT cellphone watch and another CECT phone and I was wondering if it is possible to port Android onto a CECT device?

I think i can fix the dead touchscreen on my HD2 so i dont want to buy another one, but i have to buy a new phone today, and am prepared to apend between 300-700 (US) for the best possible phone...what are the best options out there?

i hard-bricked my Nexus 7 3G after following a guide to install Android 4.3 and I plan to buy a new mainboard from the US, as there is no hope for me to get my old one working again.
However, I already have read that it will be no problem to use Google Play Store in Germany and such things but what about using my German SIM card with the US mainboard? Will there be any problems, like Region locks or something like that?
I bought a cheap way\tch with sim, not looking for some android capable stuff. Came down to these two, any ideas whos the better one?

I've looked all over the net and can't find answers to these questions. Maybe someone can help?
1) are there any standalone smartwatches that use sim cards? i want to be able to use whatsapp and get sports scores without needing a phone.
some smartwatches seem to have gps but not Internet, Internet but no appstore etc. very confusing.
sony smartwatch 3 was perfect if it had a sim slot.
only found Samsung gear s and lg urbane 2 that have sim slots. Samsung gear s sold out and runs tizen, and lg urbane is ridiculously priced at apple customers level.
2) are there any chinese smartwatches running Android that can do the above? that i don't know of?
3) are there any chinese smartwatchs running Android that can be flashed to run android wear?
4) i saw these articles last year of a $49 realtek chip mt2601 smartwatch running Android 4.4 on it, but can't find it being sold anywhere even a year later?
