Is there a firmware update being released to users by Samsung which is again some Carriers are blocking????

I haven't seen where Samsung has issued a firmware update. Someone tweeted to expect an update soon, but that's about it. I have the same version as you, but the differences may be because of different manufacturing dates.

Im sure that this subject has probably been covered before but
My galaxy, when plugged into Kies gives me the message that the handset cannot be updated. The versions installed are:
PDA: I9000XXJF4
Phone: I9000XXJF3
CSC: I9000TMUJE6
My question to all of you is, is there an update to this firmware and how do i upgrade. The network provider is T-Mobile UK...

No there is no official update from Samsung, we are all waiting for the froyo release. So you cannot update officially until now.
But there are leaked testfirmwares like JPH or the newest JPK. Look at adroid development. There you will find downloads und tutorials to upgrade to these leaked testbuilds.

The latest official 2.1 update is JM1 which has been out since August. I guess T-mobile have not released this update for t-mobile branded phones.

I have seen another Galaxy S on T-Mobile UK using the JM1 firmware. The only difference was the purchase point for the handset, mine was direct from a T-Mobile store, the other came from the Carphone Warehouse...

carphone warehouse handsets are generally sim free with no network restrictions so thats why it will be on JM1 using a firmware released from samsung
Tmobile as of yet have released no new firmwares
A friend of mine has JM5; he hasn't upgraded for sure. Too ..... U know

The current LPF firmware we have is not officially distributed through KIES/OTA and is a wipe firmware. I think what the OP is referring to is somewhat related to Samsung Mobile HK's message on Facebook about the launch of "GALAXY Note Premium Suite Android 4.0" on 25/05, albeit it may be the exact same release as LPF, but this one will be available through KIES/OTA and no-wipe necessary.
I assume by HK you mean Hong Kong right? If so then it's not true ICS is out for that region otherwise I would have got it.

N7000ZSLPF was released last week. It has the TGY CSC, which is Hong Kong. Yes, you would "theoretically" receive the update should it be available through KIES or OTA, but that release was an Odin package. That was why you did not see any notifications. Note: no update notifications through KIES and or OTA doesn't necessarily mean the firmware do not exist.
By HK, yes, I was referring to Hong Kong. Samsung Mobile HK announced the availability of ICS on their official Facebook page about two hours ago, which is scheduled to be pushed through KIES/OTA on or after the 25th, should there be no delay.

I have rooted my phone and installed the US firmware in august. What is the latest Canadian firmware that works with videotron? I would like to go back to the latest canadian firmware so I might be able to get OTA....or is there a way to have OTA using a US firmware in Canada? Thank you very much.
I could not say. I'm also a Canadian with the US firmware (provider is Telus) but had not got to install the latest firmware update yet.

The roll out for Marshmallow has just recently begun. Some countries have received the update for Marshmallow eariler than some. The speed of the firmware update release depends on where you purchased your device. I am still waiting for the OTA Marshmallow firmware update for my UAE N910C. Just be patient, I'm sure you will get it soon.
No matter what Singapore CSC is selected, all of them got the latest 5.1.1 update in december, 2015:

Download Phone info app,check ur CSC and download FW from sammobile(or live.samsung-updates)..Than flash via ODIN and u done

All Samsung phones get major os updates for about 2 year's so the S 5 ,depending on carrier, country and if it's European, Asian, African or American, can be stuck from android 5 to 6.
See sammobile and search for your model and carrier (if not unlocked) what's the lastest firmware available.
If there's a more recent firmware available and you don't have OTA notifications or OTA dosen't give you it after tying a manual update, try to update with samsung kies installed on a pc.
If even this dosen't work, download ,from sammobile, the lastest odin (it's under your firmware) and install it on your pc. Then download the last firmware for your model (always from sammibile) and install it with Odin. On sammobile, under your firmware, there's the explanations for how to do it.
