If I move apps to the sdcrad and then flash a new rom will those still be available. Also does flashing a theme erase data?

i can answer the second part of your question:
Flashing themes does not wipe data
Whenever I update nightlies I lose all my settings and get a restore of an old set of apps I had months ago. Like its restoring old data and not restoring other data/settings.

Don't wipe... just flash the new nightly. I use titanium backup just in case or in the event I feel like doing a full wipe.

Ive been rooted for almost 2 years and always seem to mess up and have to reflash my rom everytime I switch to sense back to reloaded, so whats the right way to get everything the same and keep all my data from a2sd

Well... When you make a nand, backup the SD ext for that Rom. You can't keep apps when switching from sense to reloaded since, obviously, sense stuff wont work with aosp. Also, before restoring, wipe SD ext and all that stuff. Not sure if it does anything, but i always do that before banding back to a rom

What i do is,when i install a new rom,i set everything up,no tweaks and themes yet,just the settings and gmail,crap like that,i update my apps and then i nandroid everything,i even do compression,takes up less space,then i start adding tweaks,one by one,then i nand again and delete the old one,i do this procedure,until i have my rom where i want it.
When you do a nand leave the top three or whatever checked, check SD ext., and uncheck android secure. The next time you restore that nand it will be as you left it before you flash.

Backup everything except cache if you want to restore to exactly the same thing you have when you run the backup

Same here. nand a basic setup and a complete setup
If you don't back up .android make sure you have moved all apps to the phone or those apps won't work on restore. I have been told you don't need to wipe before a restore but I always do.

Well i'm not sure who told you that,but if you dont wipe before a restore,theres a possibilties of having issues from the other rom.I recommend a full wipe before anything but mods,updates or Gapps.
I have heard before that the wiping scripts are built into the restore process, though I don't know how true that is. I have never wiped before a restore and have never had the slightest problem no matter what rom I'm going to or from.

I always wipe caches and temp files on a restore. Better safe than sorry, right?
If I'm rooted and I have two users on my tablet and I install a ROM where I have to wipe cache and system, will the second user lose all data from apps and games like the primary user?

I have not got the device, it might be worth going to the Nexus 7 forums and search if a similar question has been asked there...
However if you are just flashing the ROM ontop without wiping the device, then the data should be there... Best thing to do is Nandroid Backup and then test and find out yourself . If it has weird outcomes then restore

I will definitely do a nandroid but the second user its not rooted. I have titanium backup installed but it only works for the rooted user. Thanks for the suggestion about going to nexus 7 forum. I will try that...
